Yes its their decision but yet the rules are there for guidance. One entry per week. He made a mistake of 100 naira stake wch is normal, why didn't he restake with 200 naira which is the minimum. Restaking with another 100 naira and saying the 2 tickets should count is ridiculous. So he shot himself on the foot.
