make enquiry before doing that, mass com is competitive everywhere in naija... if the person is desperate fr admission, change institution and course to poly ib/ O.T.M respectively. but be sure you took the right subject combo in utme and have the acceptable o lvl grades

HND form is not on sale. Not sure if they have Public Administration though

What form? Did he not pick Yabatech during Jamb registration? You can also wait till JAMB's cut-off mark is out. If he qualifies for Post-UTME, he will be admitted if he performs excellently

If the cut off mark is 180, then you will be qualified to sit for the Post-UTME. So yes, there is hope.
