Been a while since I connected a xiaomi phone to TV. But if I remember correctly, you can use the miracast option on your tv and use the Wi-Fi display option on your xiaomi phone to search and pair your TV.

The only thing from my experience is that you cannot use your phone hotspot or the TV hotspot for the Wi-Fi connection. You have to use another 3rd device. Either another phones hotspot or a mifi device. Internet connection is not needed. Try that and let's see how it goes

Connect ur TV and Mi Max to another device hotspot that way search for it again.
But if ur TV dont have inbuilt Wifi then get a chromecast

mine works while using other apps, I can even on the flashlight while in lock mode. What miui version are u running,?

You are using flash light from lock screen, if you want to use the torch and and phone simultaneously, use the torchlight on the pull down menu.
