Borno is only unsafe cuz of Boko haram but you can never hear story of robbery or the likes. In South South even policemen and soldiers are murdered.

When an issue is clearly bigger than the governor and the police, troops should be brought in. It's what Yar'Adua did in the past with Port Harcourt, Jonathan did with the dreaded kidnappers in Aba.
