I too will be faced with this same problem when the time comes for me so I don't know the answer. You can wait a bit for some folks who are ahead and have treated this same issue to answer.

Ideally, you are meant to send only a copy of her passport but I have read of someone that was later asked to submit the original passport.

So, the choice is yours.

Based on what the other lady experienced, send her US passport alongside others if u don't want a possibility of Accra asking u to send and spending double.

So do they give a letter for US citizens instead of the visa? How does it work? And in a case one has Nigerian and American passports, does it matter which passport you use for the application? I plan to use all Nigerian passports for everybody. Uniform things...less complication. hope they won't ask for the American passport?

Everyone will be issued a Confirmation of Permanent Residence (COPR), which is a document one will have to submit at the point of entry into Canada. As the name implies, It is the document that shows that one has been issued PR. The visa is only for entry into Canada

I think the copy of passport for citizens of visa exempt countries is to get the details of the person and include the details on the COPR.
