I agreed with you. Igbos struggled to rebuild their cities. Rwanda was rebuilt by international diplomacy & sympathy and not by hard work. The psychological effect of the war & the environment the Ibos operate are milder than the Rwanda situation.

Bubu is a bigot and not suitable in a diverse and multicultural society like Nigeria. Bubu is equally a stark illiterate and does not yield to reason. Bubu has not improved nor developed himself beyond being a cow rearer since he left office in 1983.

Igbos are marginalized by govt in that the fed govt deploys our common resources to other beloved regions while the south east does theirs by themselves.
For eg, in my village in the south east,we had electricity around 1998. We raised money overtime to buy our transormers after which pledges and donations were raised to run electric cables across the kindreds.
Its too numerous and scattered across the south east.
You have wealthy individuals or groups contracting civil engineering firms to tar their own roads.
You are aware of imo airport. Do you know that the late governor Sam Mbakwe of Imo opened a purse where he was constantly calling on natives to donate as "no amount was too small for the imo airport". School kids donated their lunch monies. But this is not so with most other airports in the north or west where the govts funded the projects wholly.
