If Nigeria restructures without cutting down the current level of corruption rotting accross all levels of government, it could lead to local tyrants hijacking restructured regional governments. We need to establish a significant level of good governance culture for restructuring to be safe. Otherwise, restructuring will not solve any problems. Instead, it may create new ones- and the Federal Government may be too weak by that time to come and help a region suppressed by newly empowered regional tyrants. Don’t get me wrong. So many politicians rooting for restructuring have a deep, sincere passion to use it to develop their regions, but their are still some sly ones waiting to hijack it for personal benefit. Some want it to politically enslave their people. Among some who may sincerely want to help their region is a very high ranking politician who recently suggested that the Federal Government be left with only Defence, Foreign Affairs and immigration, while the states take over Finance, Housing, Police, etc. If that is done without cutting down the current level of corruption, whole regions or regionalised states would go into the iron grip of corrupt tyrants. So, as we debate over restructuring, let us have it in mind that we must first reduce the present level of corruption before we can implement any restructuring changes. If we decide to restructure, I suggest we begin implementing it only after we have left Transparency International’s list of 100 most corrupt countries on earth (by then, we might even find out there is no more need to restructure). But to help us go down that list, civil society has to rise up and demand accountability from political office holders. We would need more SERAPS and Sahara Reporters And Anti Corruption Networks to organise recalls of legislators who are found to be corrupt, and vote out executives found to have spread the evil rot in our system. Imitate Our Mumu Done Do movement that through peaceful, legal protests, forced our President Muhammadu Buhari to resume work- or resign. We must also encourage President Buhari, a leader who is so passionate about fighting corruption, so that he can succeed in the fight. We should be prepared to give him a second term if he can show us credible results in fighting corruption. And while doing that, we must make sure that no one hijacks the anti- corruption fight to victimize others. We must also make sure that commercial cattle ranching which can reduce so many angry demands for restructuring in the South is implemented. Then and only then should we implement restructuring. The best way to tackle corruption is to have totally independent anti corruption agency. I dont think that can happen in one nigeria ever. One nigeria is nothing but deception. |

Standing5: To must Nigerians, restructuring is about weakening the Federal Government in favour of stronger regions. But if you do that without significantly cutting corruption beforehand, corruption will take hold of the strong regions, and FG would be too weak to save the people of such region(s). 2 Likes |

To be restructuring will eliminate corruption to the nearest minimum. This because every regions or states will start to hold their region/state liable. This is because regions/stste will be more united to vote out bad leader than In federal government. IPod with one voice would have protest against eastern region government than federal government. Restructuring will boost or economic. Each state/region will work harder to source for fund. Our resources will be fully tapped. There will be competition between state which will force state to tapped her resources. Most importantly, u will see natural love between states 1 Like |

igbodefender: They forget even now Governers enjoy immunity, no matter how well the plan maybe or no matter how hard a region will work for it self sustainability, corruption will bring it all to nothing. The funny thing is restructuring will be dead on arrival if a small ounce of corruption exist, cos it's a very fragile system. |

igbodefender: Not necessarily. When the people know they depend on their revenue to survive they would shine their eyes on government. Under this present father xmas arrangement no one bothers. Look at what has happened to bail out funds in the states for instance. Do you think if each state generates it's revenue they wouldn't be more prudent? |

It's a pity the you youths of today were lazy! many of you were young scholars and at this age of free web and internet, in which you don't need a highest reputation to have access on the science, politics or economics journal to publish your finding and an idea, but yet politicians at your watch deceit your nation! Restructure and those who were advocating it were not mean well for Nigeria! why? Restructure is not the solution to Nigeria problem, it will rather compounded to it! our problems is that we mismanage the resources, N7.298tn 2017 budget is largely enough to make Nigeria better in a year! But how shall we cut our coat according to our size is the issue to debate upon, not the sum shared by each of the three tier of the government! But we were busy chancing shadow! all the three tiers of the government were for the service of the people and we know the state is most worst managed between the three and we ignorantly supporting them to increase fund to their already mismanaged income! are we serious? In Nigeria budget of today only N2.24tn (30.7% of total budget) goes to people(Capital Expenditure)! Nigerian politician pocketed N5.058tn (69.3% of total budget) Recurrent Expenditure! Now you people want to add Restructure Fund to the politician fund! are we not foolish by accepting Restructure Fund? what should be done? if you don't have genuine view or counter view pls don't quote me! |

First of all, the reason why there is this corruption is the very fact that a situation where a governor will do nothing but at the end of the month send his commissioner of finance to Abuja to collect money for the month is why there is rampant corruption, as far as there is money comming in every month after doing nothing, the governors don't care about you or the failing infrastructure, whereas if he had the obligation to pay a certain amount of money to the feds every given time (if he doesn't, it amounts to bad publicity, protest and outright public anger) so he will be OBLIGED to invest in the region or state, to be able to raise money to meet the financial obligations. Do you think that there is no corruption in the US, Russia or China or even Brazil? Corruption is not the problem of the zoo (tell yourself the truth, that is what she is right now) but over centralization, which breeds lack of positve competition of the federating units, corruption, hatred, unnecessary suspicions between the various indigens of the federating units, fight for who gets the biggest share of the cake, governors don't need to show what theyare capable of, instead, they need the approval of one local big man to win elections, then as soon as they win, they forget about the people and cater only for the needs of their godfathers, thet don't identify projects that are critical to economic development only on fancy cheap infrastructures, when the next governor comes in he abandons the projects and focus on his own pet projects ie Obianor of Anambra. Rochas of Imo with his usless projects. Another thing is that capable people will not be allowed to take the positions of power or office, because they will never descend so low as much as the incapables are willing to do. Corruptionsis like a branch of tree, the tree is overcentralization. |

Cutdown Corruption before Restructuring, Redefining and Rescheduling Federal, States and Local Governments Authorities and Responsibilities? Why not restruct, that is, Devolve and Decentralise "OGA CORRUPTION" first, so we all see how easily it can be frustrated by common grassroot sense and knowledge. |
