Are we therefore to consider “necessity” as an explanation of imperfection? In other words is it of “necessity” that we are imperfect? Or do we ascribe to his concept of necessity a more metaphysical dimension given the author's atheistic tendencies?

I go with the view of the Neoplatonists, that Man is of mixed birth being the offspring of a union of necessity and intellect wherein intellect prevailed over necessity by persuading it to direct most of the things towards what is best and the result of this subjugation of necessity to persuasion was the initial formation of this universe.

"Mathematical certainty" > precisely the phrase used by Sherlock Holmes when he referenced Winwood to Dr. Watson in "The Sign of Four".

Good take. Although I would have preferred if you had given concrete examples as well rather than dwell extensively on abstracts. And I do not think Winwood's assertion pertains to the physical world, but rather that it tends toward the metaphysical (Though it could be interpreted in both ways). Note that he preambled 'offspring of necessity' by first calling the individual man a 'free agent". I think that by "free agent" he was hinting at libertarianism or free will.

I agree that the first half of Winwood's assertion talks about the unpredictability of the individual man when he is isolated from the pack. The second half I have interpreted to mean that man is "an offspring of moral compulsions", or in the much broader sense, "an offspring of compulsive habits". I also see a bit of behaviorist necessitarianism in the second half of Winwood's statement.
For instance, while the actions of a socially isolated and individualistic man might prove to be as random as where a flipped coin might land, the behaviour of a man in a social group on the other hand is much more patterned and could be logically guessed since man being a creature of imitation is most likely to adopt the ways, mores, statutes and whatnot of the social environment he finds himself e.g. he would go to school because it is what everybody does, he would wear trousers because it is what everybody does, he would get married because it is what everybody does, etc.
