Neither the GMD nor the Minister owe Kachukwu ANY explanation... The Ibe is the statutory chairman of NNPC (delegated or appointed). PMB isn't involved in the daytoday running of the Petroleum Ministry. |

What i observed here is supremacy battle. ordinarily, GMD should report to the minister, whether state or otherwise. having said that, Dr. Baru is a technocrat. Somebody i have known since 2002 when i did my internship in Nigerian Gas Company in Warri, Delta State. He is good at the job and a very easy-going man. I perceived he is being corrupted by the Northern Oligarchy and conservatives. Again, Buhari is a chief problem here. He sits as Minister of petroleum, while he appointed Kachikwu as Minister of state. The ministerial roles and functions he suppose to be superintending over, are passed to Kachikwu while he, sits as a figure-head "overall minister" Meanwhile, Dr. Baru is seeing Kachukwu as a "junior minister" and Buhari as the "Main minister" he can consult directly. Even when Buhari was on a medication vacation, he could have been consulting the "chief of Staff to the president in matters relating to what Dr. Kachukwu related above. Solution: (1) Buhari should appoint Kachukwu full minister to avoid ambiguities that touch the heart. (2) Dr. Maikanti Baru should learn from history. (3) Buhari should address all these allegations and put Dr. Baru to check thanks 5 Likes |

OBAGADAFFI:Sorry Sir, the person involved in the day-2-day running of the Petroleum ministry Is the PERMANENT SECRETARY, not even the Minister. The Minister supervises and ensures that government policies are implemented, he isn't the Chief Accounting Officer. He isn't even a member or Chairman of Ministerial Tender Board (Which is headed by Perm-Sec). He however come up with policies and programs, and ensure their full implementation upon approval from the President/FEC. The relevant Act, places the Petroleum Minister as the Chairman of NNPC Board, it doesn't accord ANY role to the Minister of state, neither did it recognise such office... the Minister in this case is THE PRESIDENT himself (just like OBJ during his time) However, the Minister (Buhari) delegated his power to the Minister of State but it doesn't mean he can't exercise it whenever he wish. Critiker:1. No President since 1999 has appointed someone unrelated to them as Petroleum Minister. That office is very important with lots of interests. 2. Kachukwu should embrace reality 3. 989900: I agree with your points above, the following comments of mine are directed to the footnote included in yours. He (Kachikwu) is a technocrat, he may have acquired renowned leadership abilities over time but the job of the President of Federal Republic given the recent widening ethnic and political divide in Nigeria would only amount to ridicule to his hard earned reputation. Yes. By the virtue of the configuration of our nation, there are forces in place to ensure his failure and once again spite the collective repute of the people of southern extraction by our "self appointed judges and supreme brothers". With the possibility of this being the case, I most likely won't nominate him for the Presidency, we could reserve him for an even more deserving responsibility in the region. He is just one of few great minds in an unfortunate dispensation of hegemony. Our concern should be how A serving minister ve never had AUDIENCE with the president for this long, over a month...and have been seeking to meet him. When Onyeka Onwenu cried out that her northern subordinates were not taking orders from her as head of the National Women Center parastatal she was called names and accused of working for Jonathan and fired. Lai Mohammed and Garba Shehu will always tell us that Ibe Kachikwu is Igbo and South South, but it is now obvious that he is not in charge of anything in the oil sector as Buhari is the petroleum minister and Baru reports directly to him. Baru has singularly awarded billions of dollars for oil exploration in Borno and Sokoto which is just a conduit to syphon funds for election campaigns come 2019. Its surprising that our Yoruba Muslim brethren who defend this Govt on this blog have abandoned this topic.
