Sorry Sir, the person involved in the day-2-day running of the Petroleum ministry Is the PERMANENT SECRETARY, not even the Minister. The Minister supervises and ensures that government policies are implemented, he isn't the Chief Accounting Officer. He isn't even a member or Chairman of Ministerial Tender Board (Which is headed by Perm-Sec). He however come up with policies and programs, and ensure their full implementation upon approval from the President/FEC.

The relevant Act, places the Petroleum Minister as the Chairman of NNPC Board, it doesn't accord ANY role to the Minister of state, neither did it recognise such office... the Minister in this case is THE PRESIDENT himself (just like OBJ during his time)

4. As for appointment, as unfortunate as it may sound, once the Petroleum Minister approves it, it becomes valid with or without the input of minister of State.

Let me for the record state that the office of Minister of State is more or less minister without portfolio because you can easily be sidelined... I'd have preferred Kachukwu to prefer remaining as GMD than the "promotion" to Minister of State when in reality he is at the mercies of the Substantive minister (in his case the president) and nobody will really fear much.

He (Kachikwu) is a technocrat, he may have acquired renowned leadership abilities over time but the job of the President of Federal Republic given the recent widening ethnic and political divide in Nigeria would only amount to ridicule to his hard earned reputation.

NNPC GMD is the Boss in NNPC and all its subsidiaries. Petroleum Minister is the Boss in the Petroleum sector that supervises the NNPC and all other parastatals under it and ensure they all comply with government overall policies and directives.

Kachukwu, the minister of state is more like a minister without portfolio. Yes, he carries minister title but in reality he supervises NO ministry. All he does is do as delegated by the boss- the minister.
