The relevant Act, places the Petroleum Minister as the Chairman of NNPC Board, it doesn't accord ANY role to the Minister of state, neither did it recognise such office... the Minister in this case is THE PRESIDENT himself (just like OBJ during his time).

However, the Minister (Buhari) delegated his power to the Minister of State but it doesn't mean he can't exercise it whenever he wish.

Statutory simply means what is enshrined in the law...

According to his spokeman Mr Alibi, " the memo is not meant to disparage Baru" meaning he has not intention to discipline a disobident subordinate.

This is so wrong in every level.... I think Kachikwu should resign and focus on something else. To think that he left a lucrative Job at a managerial position at Exxonmobil to try to serve his country. With a pay cut sef.

What i observed here is supremacy battle. ordinarily, GMD should report to the minister, whether state or otherwise. having said that, Dr. Baru is a technocrat. Somebody i have known since 2002 when i did my internship in Nigerian Gas Company in Warri, Delta State. He is good at the job and a very easy-going man. I perceived he is being corrupted by the Northern Oligarchy and conservatives.

Again, Buhari is a chief problem here. He sits as Minister of petroleum, while he appointed Kachikwu as Minister of state. The ministerial roles and functions he suppose to be superintending over, are passed to Kachikwu while he, sits as a figure-head "overall minister" Meanwhile, Dr. Baru is seeing Kachukwu as a "junior minister" and Buhari as the "Main minister" he can consult directly. Even when Buhari was on a medication vacation, he could have been consulting the "chief of Staff to the president in matters relating to what Dr. Kachukwu related above.

Solution:

(1) Buhari should appoint Kachukwu full minister to avoid ambiguities that touch the heart.
(2) Dr. Maikanti Baru should learn from history.
(3) Buhari should address all these allegations and put Dr. Baru to check

Dr. Baru is doing all these things because of northern system of governance. In military era, they dominate everywhere in NNPC. They have no regards for their non northerner boss. They believe they put you there & can work your removal.

If it were under Obj, Baru should have been removed.

Look at Nigerian Communication Commission where Dr. Eugene Juwah was removed in 2015, operators in the telecom sector know he would be removed with Buhari as president. Any appointment based on quota system while being in power will always lead to disrespect of authorised or delegated authority.

Best thing he should do is turn in his resignation. Problem there is that, that's probably what the GMD is hoping he does. Its best that the letter leaked out so Nigerians can see for real what happens behind back door. How Buhari reacts will help make issue clearer. The oil deal GEJ gave to Dan Etete about the Malabu oil deal is just to use the few years to give opportunities to these people to make money from resources on their ground.

legally, u are wrong. the law establishing nnpc says the nnpc head must report to who ever is the chairman of board of nnpc and whom I believe is ibe kachikwu. anything shorter Dan DAT is illegal. I dnt care who is substantive minister of petroleum. for check and balances that's why we HV d board of nnpc in place like other organisations e.g governing council for universities, board of parastatals etc. plz let us not justify illegality in wat ever way. be it on basis of religion, tribe etc. illegality is illegality. no matter his intent, baru has disobeyed d laws establishing nnpc. for those who say buhari being d substantive minister and therefore by default d chairman board of nnpc are saying that being the visitor to all federal universities should b chairman boards of governing council. let's do d right thing. if it b u oooo
