comshots: But Kachikwu has not alleged that those contracts did not exist. He has only challenged his non-involvement in the approval process. An approval NNPC has insisted they did not require. Kachikwu himself is the head of the NNPC board, and he also recommended firms for contracts, and his recommendations were found to be objective and conforming to due process, so they were considered. Kachikwu made his own arguments, while NNPC and Baru also made theirs. Nobody has accused anyone of theft or missing money or ghost contracts. Yes the process employed has been challenged, but it was defended with documentary evidence of existing regulations that Baru did not invent. Baru does not regard Kachikwu's supervisory authority, while Kachikwu insists he has authority. That is the subject of the debate. 1 Like |

walex2: Those are the matters we should be discussing, not a non existent missing funds. Now to the matter, who constituted the tenders board? Is the composition of such board not subject to the rules of federal character? If it is, what is the federal character commission and presidency doing about any allegation as to the impropriety of the current composition of the board? Is there no senate or reps committee on the oil industry that can check the excesses that may exist in the NNPC, including who has authority or not to approve contracts beyond certain thresholds. |

Throwback: this is a general response to your attempt to defend the Baru NNPC contract debacle & regurgitate rumours of the past that have been proven to be steeped in lies & deceits. first off, Sanusi, who was been probed by the FRN, reeled out figures that were inconsistent, unverifiable & designed to embarrass. if you noticed most of his statements, he always said 'by MY calculations'... not calculations of experts in the CBN, not those of experts in the oil industry, or an audit firm, but his own estimates; secondly, based on his accusations, two very reputable audit firms were contracted to verify Sanusi's claims & it stated, in summary, that only about $1.5b could not be reconciled, not missing, but not reconciled. a sum of about $6/7b was to be paid to the FG coffers as it was illegally withheld by the NNPC, not missing or stolen, just withheld. that report is in the custody of this government... thirdly, another audit was set up by this government & even Oshiomole headed a panel to review the activities of NNPC during the years 2011-2014, this was late 2015... yet no report. knowing the way this government works, if it had a smoking gun, it would have exposed various indicting reports. but don't get me wrong, NNPC was corrupt under GEJ as it has been under governments before GEJ & as it is under PMB... now to the Baru issue. it is true Kachikwu never said money was missing... but only a dyed in the whole hypocrite would not see that Kachikwu is pointing out that huge contracts are being awarded & the necessary body to vet that process has not been carried along. PMB does not have the head for technicalities, as such, it is easy for Baru to bamboozle him, but Baru knows that the Board can detect whatever inflations that would have been made. mind you, the clause which allows Baru to deal directly with the Minister was put in place with the logical mindset that the minister should be someone who is knowledgeable in the oil & gas sector, or at least has a good grasp of the peculiarities of oil administration & is thorough in vetting & not a dundee like the present minister. |

ivandragon: I agree that Kachikwu's motive for challenging the ongoings at NNPC may be noble and may prevent any shady practices that might be perpetrated through the loopholes that currently exist. Since it is now clear that Kachikwu as NNPC board chairman still does not have powers that a full petroleum minister would have even without the board chairmanship role, I have since posited that Buhari surrender the full control of that ministry to Kachikwu. If Kachikwu was minister, Baru will have no direct link to the president, because even if he manages to avoid the NNPC board and its chairman, he must still depend on the Petroleum Minister office to sanction whatever proposals are made by the NNPC. Buhari created the confusion and created the environment for all these allegations and counter allegations of insubordination or lack of due process in NNPC operations. |

ivandragon:Thank you! They're already saying that no money is missing without an audit by any of the big 3.. KPMG, PWC, Deloitte! Also, Kachikwu is a well-rounded oil man. He knows his stuff more than a politically-appointed, Baru. Kachichukw had been NNPC GMD/Minister. Exxon VP, and now Minister of state for petroleum, who has administrative oversight power over NNPC. How come Baru did not point out similar acts/functions that had been done by Kachichukw when he was GMD? The point is that Baru awarded contracts without recourse to laid-down procedures and rules!! |
