first find the LCM of the denominators (denominators are 12 and 9)..

the LCM of 12 and 9 is 36..

now to the simplification;
1/12 - 2/9
= ( 3 - 8 )/36
= -5/36

No 1, It is not straight forward to work with Fractions
No 2, you need to express the fractions in common denominator. This is done by finding the LCM of 12 and 9, 12 and 9 being the denominators. To find the LCM, simply multiply the two together. 12 * 9 = 108
1/12 - 2/9

9 - 24

= -15/108 (Divide thru by 3)
=-5/36

Seriously... I don't know why it is just hard for me to know how maths works... And most times I forget all that I have learn on the subject... it is just not sticking to my brain.

Are you really serious? I can tell you, it is all in the mind. You find it hard because you think it is hard. Put your mind to it and try and relate whatever you are thought with real life, and you will get a handle on it.
