Meds Passed - Sept 12th
NA2 - Sept 13th, no change since then.

Just go ahead. You don't need to do anything. When you get ITA, upload docs you show you changed your name.

As the nephew is over the age to be considered a minor, it would be advisable for the to pursue admission and a student visa for him. Then he can apply through Express Entry on Canadian Experience Class sub category.

University degrees only don't bother about secondary education.

As of October 24, 2017, children under the age of 22 are considered as dependents on all immigration programs administered by Immigration, Refugees and Citizenship Canada (IRCC), including for economic migrants and refugees. For the past three years, only children under the age of 19 were considered as dependent.

On the contrary, I'll like to find out on behalf of a friend if it's possible to adopt an 18 year old orphaned nephew and add to their application. The nephew has been living with them for a long time now. Their application has been submitted and they are at NA2 and POF is more than enough to accommodate another person. If possible, please how can they go about it? The parents' death certificates are available.

For WES verification, there is a portion on the form to fill the name you got the certification and your current name. The evaluation comes out with the two names.

Can I claim points if my sibling has a Canadian PR but resides in America.

You can only claim points if he has gotten his PR approved and card in hand because you would need to show proof of this when applying.

Dependent age has been increased per Canadian immigration truly but a second thought makes me approach this situation differently in that the person in question here is not currently a dependent. So a 2-pronged approach may be adopted;

1. Institute formal adoption process so that you can have some documentation to show/support the bid to have the person added to the family's PR application. Adoption process may take time so start it as soon as possible
2. Continue with the school admission process as a back up plan to ensure the guy is not unduly separated from the family

If their application is already underway, then the age review won't apply to them. I think the news says that it is for only new applicants applying after Oct 24th 2017. Something to do with not wanting to cause delay in processing if they apply it to everyone who has applied already.
