He is making more sense than you are. Hong Kong has a very high per capital income but a lot of people live in substandard apartments because of overcrowding but that doesn't mean they are not making enough money to live comfortably in other places.
Lagos is facing a similar problem but with time, money and adequate planning the problem can be solved.
