Its not true. In the past 20 years bundesliga has won just 2 CL. Making just 5 finals combined. But EPL has won 4 and reached 9 finals. The best of the lot Bayern has won it twice and reached the final 4 times exactly same with Man United. Even in Europa league that Chelsea 2x, United and Liverpool has won it with Middlesbrough, Fulham and Liverpool again reaching the finals.

Roma has been to quater finals 2 consecutive times 2007-2008. That been said, Man city is still not more successful than Roma in Europe and they both occupy top spots in their respective groups. A move from man city to Roma is not necessarily a move down.
Rudiger is getting games in a team that is currently Man citys home Champions with bigger pedigree and far better recent and past success. Rudiger is playing at a bigger club than City.

A move from man City to Roma is a huge step down because City as it is is one of the biggest clubs in Europe financially and Roma still is the place where expired old players go to get their last paycheck like Dzeko Kolarov Cashley Cole, Maicon, Vermalean and Seydou Keita or mediocre players go to get games like Gervinho Sczezny, Mohd Sallah El Sharawy

All these players I mentioned played for Roma at some time in the last 3 seasons
