Nope, it's not an Android upgrade, for Xiaomi, miui update is the major upgrades not Android updates. Don't be surprised to see some devices with Android 6, running miui 9 with some Android 7 and even 8 features.

It's an Android upgrade. Every miui version is based on an Android version. Miui 9 that's currently being pushed should be based Nougat.

But Xiaomi is a confusionist because a certain miui version based on another OS will be displaying an entirely different OS version on the users phone.

You still don't get it, miui determines the functions on your phone not the android version. Phones running lollipop if upgraded to miui9 will be rocking miui9 features like split screen. Yes miui 9 was built based on nougat but those features therein has been adapted to work with older android versions and that's the beauty of miui
