If I have ECA done by WES for these three can I proceed to choose my highest level of education as 'two or more certificates, diplomas or degrees''. I noticed this significantly boosts my CRS score than selecting bachelor's degree as the highest level of education.

You can do an affidavit stating that she is the same person (one and same person affidavit). Kontagious posted a sample in this post.

For the ICAN certificate, it will be evaluated as a Canadian equivalent degree if you obtained it under the new syllabus. With your BSc certificate and the ICAN certificate (if evaluated as a Canadian equivalent), you can choose two or more certificates.
