Whenever Jesus mentioned giving, it was not hard to know that His concerns were for the poor or the least of our brethren. He didn't emphasize giving to the wealthy. He didn't emphasize giving for the construction of mighty church buildings or for the fueling and maintaining of private jets. He didn't emphasize giving for the sake of the Pharisees and the teachers of the Law. His concern was ever always for the poor.

The same can be said of God instituting the tithes as a food program for the poor and those who had no inheritances or other jobs besides serving in the temple. The tithes were never to enrich the temple workers or to beautify the temple walls. They were basically food as a basic necessity for those who couldn't ordinarily get it because of financial constraints or total devotion to the work of God.
