In the eyes of those who like Chelsea, adore Mou and those in Manchester that he turned down, he is a failure.
They have 1 reason to say so, and they will clutch onto it for dear life. There's no point trying to convince them otherwise, as a Lion was created to eat flesh. In otherwords, it is in their nature.
Pep will continue to be treated on the side because history needs naysayers to strike a balance. Even if Pep had won a treble with Bayern (I mean the UCL inclusive because he won 4 trophies his first season) they would have said he wasn't special because Jupp had already done it. If he had won it by beating everyone else 5goals per game, it would've been the same conclusion. So don't expect them to change their opinions now that he was KOed in his 4th consecutive Semis (adding his last season with Barca). For some of them it is light banter, and for others, sheer hatred because when he is juxtaposed with their beloved, he defecates on him- a man who was fully on his way to relegating previous champs.
As an admirer of him, I wished he delivered the UCL to Bayern because a great majority of the fans and executives alike believed in him and wanted him to stay. It will probably haunt him for years, but then again it might be the motivation he needs to succeed at City.
At the end of the day, he is taking over a City side that are 13pts behind the champs, 4th on the log, lacking in confidence, Carling cup champs as well as in the semis of the UCL. So that posterity will judge those who will later claim that anything he achieves there could have been achieved by anybody else.

Nihilist: Bundesliga was founded in 1963.
Bayern has won the league 24 times times. The clubs with the next highest number of bundesliga wins and are still plying their trade in the same league are Gladbach and Dortmund with 5 wins apiece.
I think it goes without saying that winning the league with Bayern is not an 'achievement'.
The only place Bayern can 'achieve' is in Europe, and on that front, Pep has failed...3 times in a row like Tk n Cash.

Funny enough, Pep courted Pogba and Pog wanted to play under him but the money at the time was too much. Funny enough, same people who say he is winning because of the best squad, with the same hands type that he does not do much when his squad is not the best. Which means, Pep did not do well last season because he did not have the best players and is doing well now because he does. Which is really funny when we consider he has basically the same team with only Walker and Ederson being the "new" additions. Like I said even in May 2016, when Pep wins they will revert to say he bought players or he had the best. Yes, Jupp's team was balanced but he had 2 seasons before retiring and he won zilch in one and everything in the other.
Pep's philosophy cannot be useless when he has a better win percentage than any other manager you respect. Your all attack no defense jibe too is neither here nor there. Jupp's treble winning team scored 98 and conceded 18 to Pep's 94 (23). They won the same number of games (29) and the same win percentage (85.29). Pep maintained Jupp's success in the league.
(Bernat/Alaba), (Rafinha/Kimmich/Lahm), (Benatia/Hummels {was signed before Pep left}) (Coman/Ribery) (Douglas/ Robben) (Vidal&Thiago/Alonso) etc etc. If another manager cannot use them he should have bought his own.
Terrible ageing team and signings is a myth. They defended Coman's scoring record here. Douglas was mega-productive under Pep. Time won't let me talk about Kimmich, Robben, Muller etc.

Having almost same number of wins or goals yet less success shows something is wrong somewhere. If you do same thing over and over, you are expected to get the same result or at least very close enough result. (Pep at barcelona or zidane at madrid for example. They dominated/dominating europe because they didn't mess up the winning team.)
Imagine after tiki taka all attack won champions league for pep at barcelona, he left and they brought in someone like pullis or mourinho that turns messi and iniesta into a defensive midfielder and send xavi to bench because he wasn't defending enough. won't that mess up the order of things?

You have not watched enough football to understand Pep's work in Bayern. The way Jupp is extolled one would think he won trebles back to back. The way his team improved in his subsequent seasons, Peps teams did too especially just before he left.
Bayern had serious fear factor under Pep. Teams feared Bayern. Last season and this present one, the difference was clear.

Did Jupp's team face the 2013/14 RM side? 2014/15 Barca side? Both teams were on the up and were better than they were in 2011/12 and 2012/13.
Jupp had Ribery and Robben in their best shape possible. In Pep's time both players were ravaged with injuries in many key games. Yet they would say he had the same set of players Jupp had.
If we start showing them how imperfect Jupp was, they would say he is being denigrated. Same Jupp I said had the best ever Bayern season.
