virtually no difference in terms of performance. According to passmark the 7400m is 3% faster than the 6470m. I would advise you get an hp elitebook 8570p though. It has a core i5 3rd gen processor with an hd 7570m or an intel hd 4000 depending on the variant you pick.
According to passmark the intel hd 4000 is 80% faster than than the 6470m, while the 7570m is almost 200% faster than the 6470m.
The processor in 8460p is also a second gen core i5 compared to the third gen core i5 in 8570p.

Don't let the fancy gpu name fool you. It's a really weak graphics card and even the integrated gpu in 3rd gen core i3, i5 and i7 PCs perform better than it does.

70k for that laptop is the best price you can get anywhere, and it depends on what you want to use it for.. Of its just graphics design like Adobe illustrator, photoshop, corel draw and some light gaming you can go for it.

You might have to increase your budget a bit. I would also recommend you look for some of those acer aspire series with the G suffix e.g acer aspire 5750G or acer aspire E1-571G. The "G" in the model name means the laptop has a dedicated graphics card. As far as you are not looking for a new one, with about 70k you should be able to get at least a core i5 2nd gen laptop which has a decent dedicated gpu. Just check notebookcheck for the reviews and benchmarks of the laptop.

My first laptop. Definitely worth it but 70k is a bit high. I'll go for 65K highest but it all depends on how old it is
