Ibe Kachikwu, minister of state for petroleum, says the federal government has no plan to jack up the pump price of petrol, which is at present fixed at N145 per litre.

Idang Alibi, the director of press in the ministry, in a statement on Thursday night clarified the minister’s submission made to the joint committee of the national assembly on petroleum downstream.

“The ministry of petroleum resources would like to categorically state that the Honourable Minister never mentioned nor insinuated the need or plans by the federal government to increase the current pump price of premium motor spirit (PMS)”, Alibi said.

Alibi said Kachikwu told the hearing that the presidency has set up a special committee to identify the immediate and remote causes of the fuel scarcity with a view to finding both immediate and long lasting solutions to the challenge.

“The committee has been in rounds of deliberations in the past few days and these discussions are still ongoing. The final decisions and recommendations from the committee would be passed on to the President and commander-in-chief for approval”, said Alibi.

Alibi urged the public and indeed stakeholders in the oil and gas sector to disregard any such report of a price increase.

Kachikwu told the public hearing at the national assembly on Thursday that the Nigerian National Petroleum Corporation, NNPC had incurred a cumulative loss of N85.5 billion in importing petrol and selling at the current retail price of N145 per litre since October 2017.

Kachikwu said the price was fixed in the first quarter of 2016, when crude oil was selling for $49 and expressed fears that with crude price rising to $67 a barrel, the pump price, may no longer be sustainable.

According to him, the landing cost of PMS which was N133.28 per litre in 2016, is now N171 per litre and this has resulted in a stoppage of importation of the product by independent marketers.

This, he said, had made the Nigeria National Petroleum Corporation (NNPC) to be the 100 per cent importer of the product.

The minister said as a result of the N26 difference per litre between the current landing cost of the product (N171) and pump price of N145, NNPC which had been singularly importing the product at the volume of 25 million litres per day since October last year, has been incurring a daily loss of about N800-N900million.

According to him, government has mandated him and a committee set up, to find ways out of the problem until the local refineries become functional in 18 months time.

He said three solutions are being considered.

“One, is for the Central bank of Nigeria (CBN) to allow the marketers access forex at the rate of N204 to a dollar as against the official rate of N305 to keep the pump price of fuel per litre at N145.

“Two, to give room for modulated deregulation where NNPC would be allowed to continue selling at N145 per litre in all its mega stations across the country while the independent marketers should be allowed to sell at whatever price is profitable to them in all their outlets.

“Three, to look at the direction of blanket subsidy for all the importers in bridging the gap which would be like going back to a problem that had earlier been solved,” he said .

He, however, stressed that the final solution to the problem was for the nation to put her refineries in good shape in a way that 80 per cent of local consumption of the product should be provided for locally.

It is increasing becoming clearer that Jonathan was a more humane manager of resources than this cattle rearer from Daura. Even at 100 dollar per litre, Jonathan was able to sustain a subsidy regime which ensures that fuel was sold at 97 naira per litre, from 75 naira it formerly sold. This cut down in subsidy generated a fund called sureP.
Here is Buhari, at 45 dollar to a barrel, fuel was sold at 145 naira from the former 87 naira. There is no report of a fund saved due to subsidy removal. Instead, government is taking a billion dollars from the excess crude account in the guise of fighting terrorism.
Two things are involved here. It is either Buhari and his cohorts are massively stealing from us or he is as dumb as a dullard, having no iota of idea as to where the money is migrating to.

Allowing the marketers to access forex at the rate of N204 is still another name for subsidy. Just that this time around, the product will not even be available as it will be more profitable to sell the dollars at N360 without any sweat. This is one of the areas the immediate past administration actually goofed. cheesy

NNPC mega stations at N145 while the masses are at mercy of other marketers is not even a logical option. Another room for some NNPC mega stations managers to quickly make their millions. grin

Total deregulation, na im win am.

Interesting revelations that seem to vindicate the Jonathan government.
Buhari who screamed at the top of his voice that "he doesn't know what subsidy is" (even though he was a former minister of petroleum in 1978) during campaign has gone back to his vomit since last year. The rudderless govt have been paying subsidy through NNPC without appropriation by NASS.

At the end of this drama by buhari's Incompetent govt, more people will begin to appreciate what GEJ went through when international oil price was $113/b yet was able to sell fuel at N97/litre, with a stable exchange rate at N210/$1
Contrast the above with the current N145 going N180/litre, exchange rate at N360/$1 with international oil price at $45 - $67 and you will understand that real governance is far from lies and propaganda.

What happens to Dangote refinery?

"Kachikwu told the public hearing at the national assembly on Thursday that the Nigerian National Petroleum Corporation, NNPC had incurred a cumulative loss of N85.5 billion in importing petrol and selling at the current retail price of N145 per litre since October 2017."
- NNPC is not transparent

Position on options:

“One, is for the Central bank of Nigeria (CBN) to allow the marketers access forex at the rate of N204 to a dollar as against the official rate of N305 to keep the pump price of fuel per litre at N145.

- Round tripping comes to mind.
- PMB would make access to forex limited again.

“Two, to give room for modulated deregulation where NNPC would be allowed to continue selling at N145 per litre in all its mega stations across the country while the independent marketers should be allowed to sell at whatever price is profitable to them in all their outlets.

- Impossible, only full deregulation can make this happen
- NNPC would lose out
- Dangote refinery business would lose out
- Modular refinery business would not even see the light of the day.

“Three, to look at the direction of blanket subsidy for all the importers in bridging the gap which would be like going back to a problem that had earlier been solved,” he said .

- Nigerians have said no to this since 2015

He, however, stressed that the final solution to the problem was for the nation to put her refineries in good shape in a way that 80 per cent of local consumption of the product should be provided for locally.

- Not achievable within the next years until NNPC refineries are SOLD

Yet come 2019, some would sell their votes for N500.

Let's start now to sensitize ourselves on the need to vote credible candidates.

Say no to gerontocracy (government of the old), vote for vibrant individuals below 60 years of age. How can a young man/woman full of life and prospects vote for PMB, Atiku or any other politician who is above 60 years old?
When these politicians gather for any of their son or daughter's wedding, that is when you will realize that they are all the same, with the same ideology which is to enrich themselves. The way they laugh, hug and crack jokes will make you wonder if these people are long lost friends. We all saw how it went down during IBB's daughter's wedding, Atiku hugging OBJ, Amaechi cracking jokes with Wike, APC stalwarts and PDP chieftains slugging it out on the dance floor, and the rest of them having a swell time. Different people, different parties but one goal which is to impoverish the masses.

We are still in the first week of 2018 but our politicians have crossed over to 2019. Campaigns are in top gear.

Vote wisely.

kindly do the maths.

the only way forward is for NNPC to be the sole importer, because if you give a special dollar rate to importers, we will have them selling it.

Its high time ,the federal government reviewed the exchange rate to around 240 naira to a dollar, as i believe we have saved considerably.
the should also think of increasing tax on certain imported items to the tune of 80% to enable local competition.
finally DPR needs to up their game on tracking of diverted products.they really messed up this festive period
