Of course you don't need root access to flash between miui roms. The highest level of Miui is the China developer rom, then the global developer rom, then the China Stable rom, and lastly the Global stable rom. Switching between China and Global roms require the use of PC via Mi flash tool. You can easily upgrade from Global stable to Global developer rom even without PC, but downgrading from Developer to Stable requires a PC or a custom recovery, same goes for the Chinese roms. If you buy a Xiaomi with Chinese rom, the truth is you are even supposed to enjoy it better than those with Global roms, just that some persons are not comfortable seeing some Chinese characters in some Chinese preinstalled apps as fibonacci2526 rightly put it.

By presale, it means the store itself have not smelt it, not to talk of seeing it. Such offers are typified by long processing time subjected to request to extend it.
No doubt the global version/rom is underway but yet to be available for now

Hehehehe, some vendor roms are good ooo, and you can easily flash official roms when available on miui via the updater app, you don't even need to unlock bootloader again since the door is already opened grin. For devices without much support will go for the Chinese rom, for those with support, will likely do with a stable vendor rom.

Don't get your hopes high, it's good but not up to the max 2. Apart from a more powerful flash, I rate it at about the same level as the note 4.

If you don't need the item urgently, tell the seller to extend the protection period, it's not the seller's fault you know
