Never buy a car if you do not know what the fault on it is and you cant factor it into the price!let the owner fix it and buy for the agreed price if they refuse, RUN!

No, it's not normal for the lights to be perpetually on.
Get a competent and trustworthy mechanic to inspect the car for you, there may be several other issues which you can't notice.
