I think what they meant is that Sanchez to Mancity makes more sense mainly because they are on course to win the title. But he will have to enjoy the bench sometimes. United will offer him better pay, more playing time, and A Chance to compete for the title. For a player of his ambitions, age and caliber, the move to city makes more sense.

Being strong shouldn't be the main quality we need in that position. We need a LEFT FOOTED player that's pacy, tricky and most importantly can cut in to unleash a thunderbolt from that wing. Sanchez is right footed and no matter how strong he is, doesn't have the best attribute to solve the problem in that wing. Mahrez will be a better option.

If we're looking at being strong for that RW, then Mourinho is looking for a player to help him park the bus.
