The controversy is brewing over what Presidency insiders and members of the intelligence community consider “as breach of national security” over the personality of the new NIA chief. Another issue is what insiders called the Presidency’s “promotion of mediocrity, nepotism and incompetence” in the intelligence community. Eyes Of Lagos gathered that, Multiple sources who spoke to 247ureports said the new NIA chief “may compromise the security of this country because of his background.” “Rufai was born in Chad Republic. He had his primary and secondary education all in Chad. He had a dual citizenship. Not only that he’s married to a Moroccan. Where is he loyalty lies now as head of Nigerian apex intelligence body? Will he be loyal to Nigeria, Chad or Morocco? That is our concern,” one of the intelligence chief said. Another security chief said apart from Rufa’is dual citizenship, his competence is equally is a source of concern. “Rufa’i retired from the NIA in 2013 to avoid being dismissed. As an assistant director in the NIA, he sat for two promotion examinations and failed. He craftily retired after failing the second exams to avoid being dismissed. This was because failure for the third time would have earned him instant termination,” the security source conversant with Rufa’i stint in the agency said. Investigations revealed that the new NIA chief is used to violating the extant civil service rule. Rufa’i was a level 12 Officer in Katsina State Civil Service when he was transferred to the NIA and placed on Level 14 by Talban Katsina Ambassador Zakari Ibrahim. After leaving the agency, he somewhat became an informal personal assistant to Ambassador Babagana Kingibe, who took him to Darfur and later secured an appointment for him as Senior Special Assistant to the President on foreign affairs, another source said. Explaining the web of intrigues surrounding his appointment, another presidency source. fingered Kingibe and Zakari on the latest twist. “Interestingly it was Kingibe, Talban Katsina and Horsfall (all former NIA chiefs) who were appointed to investigate the recovery of the $43million dollars found at Ikoyi apartment. The duo must have recommended his name, I suppose. It was Kingibe through Kyari that got him the post of SSA on Foreign Affairs. This was done to cover up the actual involvement of some Presidency power brokers in the Ikoyi cash haul”, the source said. Another issue that sent tongues wagging was that of nepotism and clannish attitude of the Buhari administration. The new NIA chief is from Buhari’s gone state of Katsina just like his counterpart in the Department of State Services (DSS), Lawal Daura. “The concentration of security chiefs in the north and Katsina in particular, speaks volumes and portray the Buhari government as ethnic and clannish,” a source close to the government said. “Almost all the security heads are northerners yet they fail to stop herdsmen killings of innocent Nigerians. The police IG is from Niger, the internal affairs minister from Kano, the head of civil and security defence is from Niger, the army chief is from Borno, the air force chief is from Bauchi, the heads of prisons and immigration are from Kano and Jigawa, the DSS chief is from Katsina, the customs chief is from Bauchi, the minister of defence is from Zamfara,” the source said. “This development is portraying the Buhari administration as ethnic, religious and clannish. These appointments are all from the north and they are all Muslims. That is what it means,” the source said. All these appointments are done not to serve the north or Muslims, but to serve the interests of some selected few who constituted themselves into a cabal that control the Buhari government, another insider said. “By their actions, they portray the administration in bad light. That is why am saying even the appointment of Rufa’i as DG of NIA was to serve their interests,” the source said. It is left to be seen how the new NIA chief will work in the agency he was considered too incompetent to even get promotion. “I think there are some elements who are bent in undermining this government. That is why we need to be smart this time around about the personality we will cast our presidential vote for. the number 11 of the list below would have prevent this from happening. For every presidential aspirant, here is our requirement checklist if you actually want us to cast our votes for you in the coming 2019 election. We don't care about what political party you belong to anymore -whether old party or new party, popular or unpopular; we don't care about what religion anymore; we don't care about what tribe or region anymore but You 1. Must attend not less than 3 presidential debates: how do we know you're mentally stable and not a slowpoke if you cannot give reasonable responses to simple debate questioning? 2. Must undergo medical qualification tests: both the psychiatricals and others. The result must be verified by a notable medical panel and must be made availale to the general public. People do medical tests even for secondary school admission, so why not for presidency aspiration. 3. Must have a governing plan (just like a business plan or a master plan) and make it available to the general public through the all the social media channels. Bank cannot commit their cash to people without a good business plan with clearly written goals and objectives, figures, strategies and a guarantor, so how much more should we commit the life, future and properties of more than 150millions Nigerians to you without a plan. In the plan must also be indicated your personer track records of successes. 4. Must have more than secondary school education. (There's nothing new about this) 5. Must have at least one of your children educated in a public university in Nigeria (not private): by this we will surely know that you believe in the future of Nigeria and that you will work towards her betterment. This is a price not too much to pay if you realy love us. We are tired of insensitivity of government towards the development of standards of educational setup in Nigeria, the strikes and industrial actions. 6. Must be a patronage of Nigerian made products and services and you must believe in capacity building of Nigerian indigenous businesses to provide exportable products and services to neighbouring countries, Africa and the world at large. 7. Must be wide reader and self development enthusiast: If you don't constantly feed your mind with transformative, educative and informative ideas through books, you don't have a business doing with presidency in Nigeria. We are tired of archaic approaches to human governing. We need mordern, liberated and future oriented leaders to lead us in Nigeria, not power mongers, who just want to be in government for power, fame and monetary gain. 8. Must be within the working age range (younger than 60 years): "what's good for the goose is good for the gander". Towards old age, people become less and less physically, socially, mentally and psychologically fit to cope with occupational demands, not to talk of rulling a nation of more than150million citizens, so retirement is compulsory. The retirement age in Nigeria civil service guided by decree No. 102 of 1979 that dealt with pension and gratuity pegged the statutory age of retirement for public officers at 60 years, while it is 65 years for judiciary officers and 70 for academic staff of universities. However with reform of civil service decree No. 43 of 1988, retirement age has been put at 60 years or 35 years in service. 9. Must have no public record of hate speech, tribalism, nepotism, crime against humanity, pending corruption charges or history, and or affiliation with any millitant group or religion fundamentalist group or terrorist group : We will never ever think again that people will change. Ascenssion to power only gives people the chance to express their true self. 10. Must have done something contributary to the development of your immediate environment: this is simple, is'nt it? 11. Must be well educated about the constitution of Nigeria. We are tired of reminding the government what to do and what's not to do. We are tired of reminding the government about what's in the costitution they swear to uphold. This is 21st century. The INEC in collaoration with the National Assembly and the Judiciary Counsel of Nigeria should create an online platform where common citizen can get proper education about the Nigerian constitution. They should maku use of shot animated videos and other training material. Certificates should also be awarded. 1 Like |

Well a Chadian is better than dead appointees. Well birds of the same feather flock together. The guy is a failure like Buhari. Retired because of his dumbness. He wrote exams twice and still failed, so even if Buhari gets second term, he'll still fail. Buhari should just follow suit and not run for 2019 instead of losing. |
