What i read in the past was that, the coach would submit his list and club will check and decide who to buy and sometimes would replace with players they believe are within their financial grasp.

When they asked mou about djilobodji, he said he was told he was a good player to buy. If you think all those that joined chelsea in the last window, were suggested by conte, that you are wrong. That conte remained silent since, doesn't mean he was part of the problem. You don't expect him to turn down replacements approved by his superiors, i mean those that threw his list in the bin.
