It costs the Chinese RMB40 billion(~$6,328,400,000.00) to build and maintain internet censorship which they have been doing since the 90's and their firewall "The Great Wall" is currently at it's third stage...only about 3% of their population access the internet outside this firewall.

They employ about 2million police officers to have this huge infrastructure maintained and monitored on a 24/7 basis.

How much will you pay your police/efcc/army/dss to waste time, money and effort looking at people's Twitter posts just because some douchebags can't take what they've been dishing out. And lastly Nigeria is not a military dictatorship or so I presume.
