When people emphasize the term "street smart", what they're implying is that apart from the universally accepted definition of being smart, there are other kinds of smart and i agree with that. That is why if someone asks you who is smarter between Wole Soyinka and Nina of Big Brother, you would say the former without thinking twice without considering the fact that Nina is smarter in other areas.

So, yes, there's a universal definition of smartness which could also mean common sense or educational enlightenment.
