Scaly skin. Eczema. use topical creams with corticosteroids. Moisturize with a good lotion, one rich with glycerin. Or even better, Shea butter.

Just get a good cream with Moisturizing properties. Jergens Ultra healing or Nivea dry skin should work.
Stay away from soaps that are exfoliating or drying.
Eat fruits and drink water.

Its a normal reaction,I also experience such,it appears and disappear frequently
