How did you arrive at that conclusion?
Statistically, 12 votes will be cast between 5 pairs, HoH pair excluded.
The highest any pair can get is 6, meaning 3 pairs can poll 2 each giving us a total of 4 pairs up. (12 Votes)
Optionally, a pair can pull 4 votes and the rest 2 votes each. (12 Votes)
In summary, up to 5 or 4 pairs can be up depending on how the HMs vote.
