PLEA TO THE PRESIDENT In respect of the above subject matter, Sir, I wish to appeal to your good conscience to see an end done to corruption in the NSCDC since 2015 when the last promotion was done, some people are yet to receive their arrears talk more of their salaries to reflect the new ranks. Apart from that, salaries of personnel’s were been tempered with i.e deductions were done and up till this moment Sir, refunds have not been done up until this moment, Sir refunds have only been done partially. Six months have not been paid. In April /May 2016 an illegal replacement was done of over 7000 people just after the Commandant General Mr. Abdullahi Gana Muhammadu made an announcement that 10,000 people will be recruited with about 5000 trained in Kastina Training School with 60 each in each State Commands for level 3 and they were issued a blue card so that they would be considered as volunteers but actually they were been paid full salaries. They were giving appointment letters from August 2017, if while their appointment letters are reading 22nd December, 2015. Sir please if they came in April/May 2016 as volunteers with blue cards how can they be justified with letters backdated to December, 2015. As If that is not enough, on the 16th August, 2017, new replacement started reporting to various commands. These new ones claimed that they are candidates of Politicians and other well placed Nigerians. Some claimed they paid as much as N500,000 to secure a place in the placement done. We also learnt they will be issued appointment letter next week whereas no advertisement has been done in the papers or over media. A former Director of the Board who was transferred out in 2015 was recently giving the letter of level 8 to sign so that He can join the IPPIS and emergency service numbers were generated. This is wrong Sir and those who joined the service since 2005 – 2010 have not been promoted or duely considered. The replacement is still going on in the National Headquarters while some of them are still receiving salaries. Sir, I beg you to please look into this issue and correct the wrong and corruption been done by the Commandant General Abdullahi Gana. He has filled the slot of those who are supposed to be promoted to level 8 with his protoges and it will only take the grace of God and your help for those who wrote exams to get to level 8 to even get the much deserved right. Those who have acquired degree(s) have not been upgraded or even been considered for conversion yet. The harmonization of HND and regularization which was an order given by the Minister of Interior. Brig. Gen. Danbazzau (Rtd) which has taking effect in the Customs, Prisons and Immigration Service is yet is take effect in Civil Defense. It seems the Commandant General seems to have no regard for orders from Superior and only does what he feels like doing. Please sir, I plead with you to please have an investigation carried out to confirm all that is stated in this letter. I believe more will be uncovered. All what he is interested in is “replacement” and not improving the Corp. Mr. President Sir, please how can someone who is doing the programme NYSC be given an appointment letter 5/6 months before passing out? If the Commandant General denies employing or giving appointment or even the replacement done in 2016 and 2017 respectively attached are copies of back dated appointment letter in 2015 December when your regime came into government and no advertisement for recruitment was done. Please Sir, fight our cause because the Commandant General prefers to favour his protoges by using our money(ies) which we pay to cooperative to settle his 2016 and 2017 replacements salaries and for over 5 months not even a dime has been remitted to the co-operatives in various commands. Sir, this money is for emergencies, if we have them but alas our love ones are sick while some have died and we don’t have anything to pay the bills with because our forms are lingering in the cooperative office because the Commandant General has borrowed the money to pay his protoges. The money from co-operative is supposed to be given every month but no longer so. Please Sir, I beg you to please intervene and investigate this matter that he denied on illegal recruitment and is robbing Peter to pay Paul. Worth of Note is that your government is fighting fraud and corruption but the Commandant General is bent on soiling your government. Justice should always catch up with corrupt officials. Mr. President Sir, the Corp has lost focus and has become a place for indiscipline and disregard for the rule of law. Some few months ago about four months ago when there were reports of about 6 billion naira discovered to be stashed away by the Commandant General, instead of carrying out good reforms and settling all outstanding arrears of staff in the service. This became a topic of discussion among members of staff but unfortunately some officers felt the heat from the Commandant General when he ordered that 45 Senior Officers ranging from level 8 – 14 in Taraba were subjected to humiliation and inhuman treatment. How in God’s name should a Senior Officer be locked up for 2 weeks while the High-ranked officers were humiliated in the worst way possible and at the end of the day they were transferred out of the State. How can a leader be malicious and not be able to bear some criticism. Sir, among his carcus he has given Senior Officers key positions and among them is a particular officer who graduated in 2015 even though he has put in some years in service. The main issue here is how did the person get the rank since no conversion has been done to change Cadre for any member of staff instead of upgrading the service he runs it as if it is his home and not how ethics of the work demands. If justice is to be served, he should have made the old members of staff comfortable by giving them their due just like other sister agencies do. They promote people on ground to create new openings for recruitment but that of NSCDC is not so. Those that deserve to be promoted are being forced to remain in a position for over 4-7 years with no promotion to the next rank. If anything frustration becomes the order of the day because he recruits new ones with no experience to fill the vacancies and block those in the service who deserve the position or deserve to be promoted. Sir, the Commandant General is out to enrich himself while corruption is also having a filled day in the organization. When investigation is carried out Sir, a lot of abnormalities and irregularities will be discovered. Strike, Chaos is not part of the Public Service rule and neither can it be condone but with the ill treatment of staff and injustice been done by the Commandant General he is leaving officers with little or no option but to have an ill-feeling and the need to revolt Sir. Please Sir, before things get out of hand with corruption and fraud that will destroy the Civil Defense please Sir step into the situation and please help us with lasting solutions. The circular is an evidence that all I have written in the letter is not a lie. Please sir help us please and fight our course but the worst hit in this situation are the Chief Corps Assistant also known as the CCA who no one considers.

honestly thats the truth...but around 25 feb.room was given to those who applied for upgrading and conversion to go for a verification exercise,and i strongly believe i would b favour this time around.. |
