In this viral video, some Nigerians digged up and fought over bags of contaminated frozen chicken buried in dirt after the Nigeria Customs Service seized them from smuggler.

The time and place were this video was taken is unknown.

Did the government or leaders tell the people to go dig up and eat buried contaminated products?

An agency of the govt buried those things to protect the public and yet people still go and fig them up on their own accord.

I was there, in fact I ate a lot of the chicken, it was very delicious, I don't know y Buhari loved wasting resources.
I am planning to sell the remaining ones here in Abuja...

I don't understand why the chicken was buried? If it's because it's bad then they should find better ways of disposing it.

If it's because it's smuggled then it would have been better if it was auction off or given to IDP's
