I think the Lagos state government is the author of all this confusion. From the Naomi Campbell Incident to this one. How on earth would the governor claim Buhari commissioned the project when Bola Tinubu at one time did the same and even Goodluck at another time did same? Buhari was on a tour of Lagos. His hosts fumbled the entire trip.
