Good news for waste management in Lagos state!!! His Excellency Governor Akinwunmi Ambode has listened to the feedback of residents in Lagos state and has reinstated all PSP operators (now called Waste Collection Operators). He urged them to go back to their various previous areas of operation with following conditions: (1) PSP operators would handle residential waste collection to the members of public, this includes waste from living premises, institutions ie schools ,hospitals excluding medical waste while major roads will be taking care by Visionscape Sanitation Solutions. (2) Waste management payments would continue as usual till further notice from the government. (3)Visionscape/CLI are to pay PSP operators for refuse collected from domestic premises to dump site after 15days with one year contract agreement and to be reviewed after a year onward (4) The scope of the performance driven concession from Visionscape Sanitation Solutions will be expanded to include the upgrade of existing and construction of new transfer loading stations, biomass plants, recycling facilities, waste to energy plants, leachate and waste water treatment and dumpsite and landfill remediation. (5) The Environmental Services Department are to monitor their activities and report back to the ministry on weekly basis and finally LG should hold meeting with them regularly in order to know their needs or challenges (6). All LGs/LCDAs are to complement the efforts of Waste Collection Operators to ensure cleaner and sustainable Environment. Thanks. (7) The Ward Based Sanitation Program will commence in earnest and the rollout will be directly coordinated by the Ministry of the Environment The agreement was announced today the 5th of April, 2018. Visionscape Sanitation Solutions, the concessionaire for residential waste management in Lagos state is mandated to provide infrastructure such as a Sanitary Engineered Landfill, Transfer Loading Stations, and Maintenance Depots. The PSP Operators are tasked with waste collection from both residential and commercial districts in Lagos state; both parties work hand in hand to ensure a clean, pollution-free Lagos which is the vision of His Excellency, Governor Akinwunmi Ambode. A Joint Task force which comprises of the Office of Public Works and the Ministry of Environment is on ground to address drainage challenges as the rainy season approaches to prevent flooding incidences. The Ministry of Environment has embarked on community engagement efforts to educate residents in Lagos state about the proper waste management practices such as waste bagging and to desist from patronizing illegal cart pushers in the state. We urge all residents in Lagos state to duly cooperate with the government as infrastructural gaps in waste management in the state is addressed. The Epe Landfill under construction by Visionscape is achieving remarkable progress with the completion of the weigh-in Bridge among other facilities, while Portland Energy &Power is mobilizing to site for the commencement of work on Engineered Hazardous Landfill in Badagry

Visionscape is not going anywhere and they are still in control of the waste management in Lagos State. What is their priority now is the infrastructural facilities. There are three stages in the waste collection which are Collection, Processing and Disposal. Visionscape will now take control of the last two stages. After the Olusosun dumpsite fire incident, it has now become imperative for Visionscape to bring forward the timeline for the development of infrastructure such as engineered landfills, transfer loading stations and multipurpose recycling facilities across the state. 1 Like 2 Shares |

chicwoman:I really pity the PSP operators. The way their economic interests was sacrificed to placate the promoters of visionscape seems treacherous. I am not sure many of them will return to their points,especially those who are operating in regions that are not lucrative. They've been denied of earnings for months and now that they are being called back,the law that is in favor of visionscape is yet to be reviewed and their contract is just for 12months . What happens after 12months? Apparently,it seems the plan is to give more time for visionscape to consolidate and then eventually kick them out of business completely since the law gives so much economic and political power to visionscape which is a PSP operator as well. The PSP guys should request to have further consultation with the governor especially to enlighten him on their own economic interests. |

This is completely false The PSP operators were never phased out of the Cleaner Lagos Initative scheme. Under the former arrangement, they were charnged with commercial waste collection of which I heard in passing that there was a lot of politics among the PSP operators for lucrative areas. chicwoman:Interestingly your response suggest that they should be blamed albeit entirely for the loss of their economic means of livelihood so a new entrant and competitor take over doesn't sound believable. For example,how does competition among banks result into a single bank take over the Lion share of banking business? And what makes competition among them different from any other competition in free market? I am concerned about the poor engagement of stakeholders in this government as sincere feedback. The government has kept them out of business for months,kept their families in hardship and hunger is now ordering them? Kolewek ma/sir. They should insist on a fair system that will protect them and their investment. Starting from demand for the review of the Law that favor visionscape. They should probably take this window to persuade the governor to see reason with them and if every appeal fail,they should proceed with their case in court. That law will not stand because from the reality on ground with mountain of wastes everywhere,.that law doesn't serve the public interest. |
