The United States government on Friday released a damning human rights report on Nigeria, saying grave violations continued to increase in 2017 while officials who perpetrated them were almost never prosecuted by the administration of President Muhammadu Buhari.

Why it matters: President Buhari is scheduled to meet with President Donald Trump at the White House on April 30, and both men would likely discuss further U.S. military assistance to Nigeria against the backdrop of serious human rights violations by security forces who use the same weapons to kill civilians.

The U.S. annual report on global human rights violations, released in Washington D.C. on Friday afternoon, said the administration of President Buhari “took steps to investigate alleged abuses, but fewer steps to prosecute officials who committed violations, whether in the security forces or elsewhere in the government”.
“Impunity remained widespread at all levels of government. The government did not adequately investigate or prosecute most of the major outstanding allegations of human rights violations by the security forces or the majority of cases of police or military extortion or other abuse of power,” the report said.

It said the most significant human rights issues included extrajudicial and arbitrary killings; disappearances and arbitrary detentions; torture, particularly in detention facilities, including sexual exploitation and abuse; use of children by some security elements, looting, and destruction of property.

There were also civilian detentions in military facilities, often based on flimsy evidence; denial of fair public trial; executive influence on the judiciary; infringement on citizens’ privacy rights; restrictions on freedoms of speech, press, assembly, and movement

This was in addition to official corruption; lack of accountability in cases involving violence against women and children, including female genital mutilation/cutting and sexual exploitation of children; trafficking in persons; early and forced marriages; criminalization of status and same-sex sexual conduct based on sexual orientation and gender identity; and forced and bonded labor.

The report recognized that Boko Haram terror group also committed a myriad of human rights violations, killing and torturing and imprisoning women and children and bombing entire villages.

“The groups conducted numerous attacks on government and civilian targets that resulted in thousands of deaths and injuries, widespread destruction, the internal displacement of approximately 1.8 million persons, and external displacement of an estimated 205,000 Nigerian refugees to neighboring countries, principally Cameroon, Chad, and Niger,” the report said.

Boko Haram’s numerous attacks often targeted civilians. The group, which recruited and forcefully conscripted child soldiers, carried out scores of suicide bombings–many by young women and girls forced into doing so–and other attacks on population centers in the Northeast and in Cameroon, Chad, and Niger.

“Abductions by Boko Haram continued. The group subjected many abducted women and girls to sexual and gender-based violence, including forced marriages and rape. The government investigated attacks by Boko Haram and ISIS-WA and took some steps to prosecute their members, although the majority of suspected insurgent group supporters were held in military custody without charge,

“In its response to Boko Haram and ISIS-WA attacks, and at times in response to crime and insecurity in general, security service personnel perpetrated extrajudicial killings and engaged in torture, sexual exploitation and abuse, arbitrary detention, mistreatment of detainees, use of children by some security elements, looting, and destruction of property. The country also suffered from ethnic, regional, and religious violence,” the report added.

Change was supposed to make things better rather they are worse. Now they have withdrawn over $450 million from the ECA for aircraft that will not be delivered till 2020 without parliamentary approval as a means of buying a visit with Trump.

These sort of allegations are mostly found in tyrannic, dictatorial and military regime's.

Little wonder there are so much agitations, protest and public outcry in Nigeria at the moment as injustice, favouritism, selective fight against corruption, oppression and clamp down against perceived political enemies and opposing voices are the order of the day in this buhari led APC regime.

Buhari has not taken Nigeria one step away from the monumental corruption that happened under GEJ.
He has instead taken us backwards to grandiose levels of corruption and unlike during the time of GEJ when public outcry and international condemnation forced the then president to act in some cases,under Buhari,corruption in government circles now enjoys presidential seal of approval with public outcry and international concerns being attributed to "corruption fighting back".
Never seen such levels of widescale,all encompassing incompetence in a president before.

The truth is that the military cannot fully fight terrorism without pockets of human right violations. Terrorist dont care about human rights or rules of engagement when they attack, they deserve no good treatment.

Human right violation is not peculiar to Nigeria military alone. The US military severally violated the rights of Iraqis, Afghans etc in their war against terrorism. Trump himself is an advocate of waterboarding as a means of torturing terrorist suspect. The west should stop pontificating over what they are guilty of.

Terrorists don't care about anybody's human right, they don't deserve any good treatment. People like you who advocate for terrorist simply because you hate the current president are the wicked souls out there. I won't advocate for vip treatment of terrorists irrespective of who is president. Government should however do everything within its means to reduce innocent civilian war collateral.

Last week a soldier was killed by said suspected youth in Naka Gwer West LGA of Benue state, the armies arrested some persons and also burnt and destroy not less than 30 houses killing 2 persons including an aged man.
Three days later a soldier was killed by suspected armed herdsmen in Logo of the same state,guess what? the armies pack their belongings with weapons and left the place, leaving the village in the mercy of the killers.
That is Buharis govt. United State take note...

If this were in the 1940s, Buhari would have been arrested as he lands in US.

And if not for UK backing of anything northern Nigeria president for reasons best known to that devilish nation called UK, Buhari would have been under serious international watch by not just ICC, but all human right observers.

And do you know why Buhari's government can never be good and productive no matter how hard he tries

1. So much blood has stained his hands; 2011 post-election violence, Fulani herdsmen, IPOB extra judicial killings, Shiites, and even as far back as in 1966 at the Lagos Dordan Barracks.

2. Buhari is very wicked, vengeful and unforgiven. If you don't have a forgiven heart, things hardly go well for you in life and when it seems like u are prospering, you will still be in pains which is Buhari's current life situation. Remember, vengeance is of God not for man, but Buhari love to revenge at all cost.

3. Hypocrite: Buhari is so good at pretence and denial. He can deny his children to appear saintly. He can deny his life to prove that he is dead even while alive.

4. Tribalistic and religious fanatics!

A leader that has the aforementioned qualities can never do well, Buhari can never lead Nigeria to light, he can only bring more darkness and sorrows upon Nigeria.

No evil is greater than destablising a sovereign country by trying to impeach an elected president and sponsoring different terror groups.
No evil is greater than attacking the army of a country who are trying to flush out sponsored terrorists from their country.
These are deeds of US in syria and other middle east countries today.
