What quota system? They have opened new branches or expanded businesses in those areas and are now seeking people to staff them. Anybody from anywhere is free to apply, so far they live (or plan to live) there...

These vacancies have been filled already.
Thousands of people are ground in the North to fill the vacancies. From Birnin Kebbi to Bama; from Mokwa to Mubi and from Suleja to Sokoto, applicants are never in short supply.
