There is no error message. It will show downloading 0% but it wouldn't go further, and later it will "can't download app" pls try later.

I do see it too. Miui 9.5 not officially released maybe mid of dis month. In my case, I received notification 3x to upgrade but I ignore it.

Have you registered that sim on their website? You need to register and get your pincode
