No, not "sooo risky" as you think, provided he has a valid driver's license, provisions are made for people with disabilities to drive, the vehicle is customized to meet his abilities.

He is just as safe as other danfo drivers in Lagos.

He's physically unfit, there are other things he can do that does not involve putting the lives of passengers and other road users at risky. Arrest him now!!

There is nothing commendable about this abeg....He has not carried out proper modifications enough to ensure safe driving and should not be allow to practice this madness as a commercial driver most especially... He use one hand to press the accelerator at all time thereby leaving him with just one hand to to control the steering which is technically unsafe driving .
