1. Use his minions / zombies to make people see the Senate as their enemies. in progress.

2. Take control of the judiciary. 50% complete

3. Make the senates useless via #1 and snobbing by the executive. 50% complete

4. By the time the Senate becomes effectively snobbed, they'll be nothing more than a house cat. A phony corruption fight will be launched and members targeted. His minions (see #1) will applaud and the Senate will be rendered more useless.
