Im civil societies u don't give best performing students huge sums of cash or money, u give them Experience and exposure, direct employment in top cooperations, scholarship to best/world class universities to further their career etc so dey can serve/lead and be useful to the country in the right areas. Giving them so much cash like they won a lottery isn't ideal.

Education is of no value until it affects the system, society and life.
