The verb to advise has at least two different meanings. Here are the two entries in the WR dictionary:

1. to offer advice (to a person or persons); counsel: he advised the king, to advise caution, he advised her to leave

2. (transitive) sometimes followed by of: formal to inform or notify

A piece of advice, or some advice, relates to meaning 1. - to give counsel.

An advice relates to meaning 2. - to inform or notify, formally.
