PRESS RELEASE UPDATE FROM THE DEPARTMENT OF STATE SERVICES The Department of State Services (DSS) wishes to apprise the public of its successes in its determination to rid the country of crime. It is to this end that the Service singularly or in conjunction with sister security agencies embarked on series of operations aimed at degrading or eliminating the capabilities of unscrupulous elements including suspected kidnappers, cultists, fraudsters, militia members and terrorists. 2. On 17th June, 2018 at Karu Village, Abuja, two (2) members of the dreaded BASALUBE kidnap group, namely USMAN (aka Siddi) and Ibrahim MUHAMMED (aka Ganaja) were apprehended. It will be recalled that the duo had been involved in several kidnap activities, notably those of Ayodele ARISE (Sen.) on 5th December, 2017 in Kogi State and a Portuguese National, Emmanuel MACHADA (late) earlier on 24th October, 2017 during which two (2) Policemen were killed in the same Kogi State. In order to flush out the BASALUBE kidnap gang, the Service further carried out an operation in which one of the group’s notorious members, Tambaya UMAR, was arrested on 24th April, 2018 at Odigie Village, Ovia North-East LGA, Edo State. UMAR was arrested alongside Ibrahim ALI, Abubakar MOHAMMED, Aliyu MANU and Umar MOHAMMED for their complicity in the group’s numerous criminal acts. 3. Earlier in the year, on 27th March, 2018, at Calabar town, Cross River State, five (5) members of a kidnap syndicate namely; Simeon PAUL, Emmanuel Anna ETIM, Eric John OUT, Famous Eket OLEKE and Felix Bassey ESHET were arrested. The underlisted items were recovered from the gang: i. 1 AK-47 Rifle; ii. 3 empty AK-47 Magazines; iii. 38 rounds of live ammunition; iv. 2 live rounds of 9mm ammunition; v. 1 Mossberg pump action rifle; and vi. 15 live cartridges of ammunition. 4. On 14th April, 2018, Adamu HASSAN (aka Aiki), the dangerous gang leader of a kidnap syndicate was arrested at Ogbomosho, Osun State. HASSAN was responsible for the kidnap of a Pastor at Ibillo, Edo State. Five (5) Pump Action Rifles and Nine (9) loaders were recovered from him during his arrest. Initial investigation and confessions of HASSAN led to a follow-up operation on 23rd May, 2018. During this operation, Umar ABDULLAHI (aka Wukari) and Hassan AHMED, gunrunners and associates of Aiki were apprehended at Ishua, Akoko-South East LGA, Ondo State. The duo was in possession of five (5) pump action rifles. 5. Determined to continuously thwart the budding cells of the Islamic State in West Africa (ISWA) and Boko Haram, the Service conducted special operations on identified targets. This led to the successful arrest of Bashiru ADAMS and RUFAI SAJO, commanders of the group on 5th May, 2018 at Kukuntu Village, Gwagwalada Area Council, FCT, Abuja. Relatedly, the Service had on 28th April, 2018, at Muda Lawal Market, Bauchi, Bauchi State, arrested another member of the ISWA, Umar DOGO. The suspects were discovered to have concluded plans to not only perpetuate the ideals of the Movement in the area, but to, in collaboration with Boko Haram, carry out heinous violent attacks on innocent persons. Following intelligence reports, Adamu HASSAN (aka Bale) and Abubakr ABUBAKAR (aka Alhaji /Buba), experts in Improvised Explosive Devices (IEDs) assembly were arrested. Also on 12th and 19th April 2018, at Gassol and Ardo LGAs of Taraba State, Mohammed SALEH (AKA Azrak) and Iliyasu ABUBAKAR (aka Ruwa), Boko Haram members and cattle rustlers were respectively apprehended. 6. Between 9th and 29th May 2018, several associates of the dreaded kidnapper, Terwase AKWAZA (aka Gana) were arrested at various locations in Benue State. Those arrested are: Ada Kajo JAMES, Tikaa Ornen DESMOND and Joseph IKPA. A Toyota Venza Sport Utility Vehicle was recovered from the suspects. Similarly, on 29th May, 2018, Umar ALI, leader of a kidnap syndicate notable for operating around Edo and Delta States was arrested at Oghara, Ethiope West LGA, Delta State. Also arrested were some of Ali’s lieutenants, namely: Faruk BELLO, Bello ALI, Mohammed ALI and Abdullahi ALI. This gang was responsible for the abduction of a Turkish national in Ifaki, Ekiti State on 6th May, 2018. 7. On 14th May, 2018, the Service rescued a kidnap victim, Bimbo ADEBIYI upon a raid of the group’s hideout at Grace Estate, Ajah, Lagos State. Other members of the kidnap gang that were apprehended include: i. Tunde AKINSOLA; ii. Wakil ALADE; iii. Olumide BRAIMOH; iv. Raymond ADINGIOU; v. IsiaqABESIN; vi. Victoria NWABUEZE; and vii. Zabala AMOLOKWE 8. On 9th May, 2018, around Katibu Village, Lau LGA, Taraba State, a joint team of the Service, the Military and the Police while on a clearance patrol, encountered an ambush by a group of armed herdsmen, numbering about 100. The operatives’ superior firepower forced a retreat by the attackers. However, during the confrontation, 10 herdsmen were killed and several others escaped with bullet wounds. The following items were recovered – 2 AK-47 Rifles, 1 G3 rifle, 3 dane guns, 2 cutlasses, and 4 motorcycles. On 25th May, 2018, Abdulhameed MUSA and Adamu ABDULKAREEM, both members of a militia group terrorizing villages in Nasarawa State were arrested at Yelwa Village, Doma LGA of the State. 9. On 24th May, 2018, along Lafia-Akwanga road, Nasarawa Eggon, Nasarawa State, an arms courier, Adamu HAMZA was arrested while transporting arms and ammunition to kidnap syndicates operating within the Katsina and Zamfara Axis. The consignment was transported in a Red Volkswagen Golf car with Lagos registration number FK-390-EL. On 1st June 2018, a joint operation with the military at North Bank, Makurdi led to the arrest of Akpenlamun UTO, a notorious gunrunner and kidnap kingpin whose activities have no doubt fuelled violent attacks around this locality. 10. Previously, on 6th June, 2018, at the Boys’ hostel of Kogi State University (KSU), Anyingba, fourteen (14) suspected cultists were arrested over repeated cult clashes at the Institution. Items recovered from the suspects include: 1 locally made Pistol, 1 browning Pistol, 1 shot gun, live cartridges; an axe, a machete and GSM Phones. On the same date, an internet fraudster, Obinomhe Omonjele DANIEL, who clones the social media accounts of security personnel, and uses same to defraud unsuspecting members of the public was arrested at Egbe, Uromi, Esan North LGA, Edo State. While other accomplices of his, particularly, SABI BOY are on the run, investigations are ongoing. 11. With these arrests, it is envisaged that calmness will return to otherwise volatile areas where these criminals had held sway. The Service is therefore poised to consolidate on these successes and bring about an atmosphere in which law abiding citizens will pursue their legitimate businesses. While reassuring everyone of their safety, the Service calls upon people who may have useful security information not to hesitate to volunteer same to the appropriate security agencies and formations. PRESS RELEASE OPERATION LAST HOLD: RETURNEES RECLAIM THEIR COMMUNITIES. 1. CHIEF OF THE AIR STAFF COMMENCES TWO-DAY CONFERENCE WITH SENIOR NAF OFFICERS, URGES ADHERENCE TO CONSTITUTIONAL MANDATE The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, today, 21 June 2018, commenced a two-day Conference with senior Nigerian Air Force (NAF) officers and commanders of various field units. The Conference, which held at Headquarters NAF, was organized to review the progress made by the NAF since the last similar Conference in December 2017. In addition, the Conference would afford the NAF leadership the opportunity to critically assess the performance of the Service in the past few months and subsequently strategize to evolve innovative ideas to build on existing achievements. The Conference equally provides an avenue to obtain feedback from various field commanders while also keeping them abreast of the policy direction of the Headquarters NAF in the months ahead. As a way of further enriching the knowledge base of the senior officers, opening ceremony featured a presentation by a retired senior NAF officer, Air Vice Marshal (AVM) Ishaq Balogun on the topic, “Technology in NAF Transformation and Service Performance: Imperatives of Research and Development”. The paper was discussed by AVM Cletus Udeagulu, Air Commodore Ibikunle Daramola and retired AVM Salihu Bala-Ribah, after which a stimulating interactive session, which involved members of the audience, took place. The Commandant of the National Defence College Abuja, Rear Admiral Adeniyi Osinowo, moderated the interactive session. Earlier during his opening remarks at the Conference, the CAS noted that the Conference was premised on the need to continuously get feedback from the personnel of the Service, as part of the bottom-to-top approach of the current NAF leadership. Air Marshal Abubakar then took the opportunity to caution the senior officers on the forthcoming 2019 General Elections. He implored the Commanders not to allow themselves to be dragged into partisan politics but rather stay focused on the discharge of the constitutionally assigned tasks of the NAF. The CAS also expressed assurances that the NAF would continue to operate in line with its constitutional mandate while working towards ensuring that the sovereignty of Nigeria is not undermined by any group of individuals. Furthermore, Air Marshal Abubakar disclosed the readiness of the NAF to avail the Independent National Electoral Commission (INEC) its transport aircraft to enable the expeditious distribution of electoral materials, as had been done in the past, should INEC so requires. He then advised the senior officers to make good use of the knowledge acquired from the presentation by the resource persons, to the benefit of the Service. In a related development, the CAS, on 20 June 2018, held a one-day retreat for Air Warrant Officers (AWOs) and Regimental Sergeant Majors (RSMs) in the NAF, also at Headquarters NAF. The retreat was predicated on the need to sustain discipline and regimentation in the NAF to further enhance professionalism and efficient service delivery. The event was divided into 2 sessions, with the first session featuring 2 lectures. The first lecture was titled, “Discipline as a Tool for the Success of a Fighting Force” and the other one “Activities of NAF Holding Company: NAF Investment Limited in Perspective”. During the second session, the CAS took adequate time to interact with the AWOs and RSMs and was able to immediately address the challenges presented by them. Meanwhile, the CAS Conference with NAF senior officers and field commanders will continue tomorrow, when it is expected to come to an end. PRESS BRIEFING BY THE THEATRE COMMANDER MAJOR GENERAL ROGERS NICHOLAS ON THE SECURITY SITUATION IN THE NORTH EAST HELD ON THURSDAY 21 JUNE 2018 PROTOCOL 1. Gentlemen of the press, I most sincerely welcome you all to the Headquarters Theatre Command, Operation Lafiya Dole, venue for today’s briefing. You will recall that the Theatre has been engaged in the conduct of several Counter Terrorism and Counter Insurgency operations in the North East region with some considerable successes. However, the complex and adaptive nature of the Boko Haram Insurgency has resulted in the dissident group still sometimes, being engaged in abductions, attack on soft and vulnerable targets, Improvised Explosive Device attacks (IED) and suicide bombings. Undeterred by the mutating posture of the terrorists, the Theatre Command is determined to consolidate on its recent gains in the ongoing operational push to strangulate Boko Haram terrorists in the entire Borno. It is therefore expedient that this press conference be held to bring the media up to speed with occurrences within the theatre as well as acquaint you with some of the steps already taken to prevent the insurgents from further enjoying the freedom of action . Though the insurgents have remained unrepentant in their morbid attempts to be relevant, Operation Lafiya Dole remains resilient and will continue to conduct operations in order to completely destroy Boko Haram in both the Sambisa and the Lake Chad Basin general area. Right now local administration is beginning to regain its footing in some Local Government Areas and the Chief of Army Staff has inaugurated Operation Last Hold to support the the people return to their communities to engage in meaningful socio-economic activities such as farming and fishing. Be rest assured that the troops will be practically on ground to help clear the fields and till the ground for the returnees to resume their farming. Fertilizers that do not constitute any security threat will be permitted for farmers. during the farming season. Publicity has been identified as the oxygen for terrorism, but here in Nigeria, it observed that the Press perhaps inadvertently provides the terrorists with the oxygen to keep them alive by allowing news reports on the atrocious activities of the terrorists to trend for long in the media and according them undue publicity. Remember that in issues of national security, it is Nigeria first before any other interest. It is pertinent to mention here, the public needs to understand that the war in the North Eastern Nigeria is not conventional but asymmetric, where the enemy is within. I urge members of the public to assist the security agencies with useful information on the location of IED making factories, from where the suicide bombers are primed before been conveyed to their target locations. I am giving a 5 million naira bounty to any one who volunteers genuine informantion to leading to the uncovering of Improvised Explosive Device factories. May I seize this opportunity to express appreciation to the general public for their patience and support towards a decive defeat of our common enemy. I urge you all to remain vigilant and security conscious, as suspected insurgents may be fleeing from military operations in the North East and seeking safe havens amidst your communities. PRESS RELEASE TROOPS RESPECT FOR HUMAN RIGHTS IS SACROSANCT - GENERAL NICHOLAS The Theatre Commander Operation Lafiya Dole , Major General Rogers Nicholas has reiterated that respect for Human Rights and protection of civilians by troops in the ongoing Counter terrorism and Counter insurgency operations in North Eastern Nigeria must be sacrosanct. The Theatre commander made this assertion at the Headquarters, Theatre Command in Maiduguri, when he received the Dr Martin Okey Whistle, a Senior Human Rights Adviser from the office of the Resident Coordinator, United Nations System in Nigeria. Speaking further during the meeting with the UN envoy, the Theatre commander pointed out that though the operations in the north east are asymmetrical in nature, there are mechanisms in place to guide troops' conduct in their host communities as well as, Rules of Engagement for the execution of their operational mandate. He added that the hierarchy of the military has zero tolerance for violation of any of these provisions, hence the establishment of a standing Military Court Marshall to try erring personnel. General Nicholas also disclosed during the interaction that suspects are arrested in the theatre when they are found to have participated directly in acts of terrorism or acted to aid and abet acts tantamount to terrorism. He noted that the Boko Haram terrorists in custody are pending prosecution which he stated is not within the mandate of the military. He called on the prosecuting agencies and the Nigerian Judicial system to expedite action on the trial of the suspects to sieve out those acquitted from the convicted. Gen Nicholas also revealed that Boko Haram Terrorist suspects who voluntarily surrendered to troops and are still in custody are currently being processed for onward transfer to Operation Safe Corridor, where they will undergo deradecalization and rehabilitation program. He assured the UN Adviser of unfettered access to the seatings and proceedings of the Military Court Marshall in the theatre, when the court resumes shortly. In his comments during the meeting, Dr Martin Ejidike, who said he was in the theatre to deliberate on pertinent issues bothering on Human Rights protection, stated further that it was crucial to meet with the Theatre Commander to acquaint the Theatre Command with the developments on the establishment of a UN Human Rights office in the theatre. He added, that the move is also aimed at ensuring that the conduct of ongoing Counter terrorism and Counter insurgency operations in the north east are consistent with Human Rights provisions in Nigeria. THEATRE COMMANDER URGES SECURITY STAKE HOLDERS TO UP THEIR GAME The Theatre Commander Operation Lafiya Dole, Major General Rogers Nicholas has today, called on all Security Agencies and other security stakeholders in Borno state to be more proactive in their operations to curb Boko Haram Improvised Explosive Device (IED) attacks on vulnerable and soft targets in Maiduguri town and Borno state in general. Gen Nicholas made the call during a security meeting with Heads of Security Agencies in Maiduguri. Stressing that all hands must be on deck to proactively checkmate the terrorists, the Theatre Commander urged all security agencies to do more by locating and identifying Boko Haram terrorists' IED factories and couriers, through intelligence driven operations. He stressed the need to maintain regular cordon and search operations in areas suspected of harbouring IED factories. Identifying the use of tricycles aka Keke as a means employed by the terrorists for transporting IED materials and Person Borne IEDs by the terrorists, it was unanimously resolved at the security meeting that only tricycles painted yellow will be allowed in Maiduguri, while each of the other communities will use different colours in order to facilitate easy Identification of the community from which a tricycle emanates. This resolution, the Theatre commander noted will not come into force, until after due consultation with the Borno State Government. Gen Nicholas reiterated the expedience of establishing Neighborhood Watches in each community to compliment the efforts of the security agencies in the state. He added that communities must be resilient in ensuring that they are not infiltrated by suicide bombers. One of the sources of funding for the terrorists identified in the security meeting is the money accruing from leasing of houses owned by Boko Haram terrorists in Maiduguri town. A compilation of such Boko Haram owned houses, it was agreed by the security agencies, should be made by the Department of State Service in Borno state. Additionally, persons engaged in the sales of fire wood in Borno state have been urged to register with the Fire Wood Sellers Association in the state as unregistered persons will soon be denied movement of fire wood in and out of Maiduguri metropolis. The Theatre Commander made the plea, while pointing out that the need to regulate the activities of wood sellers became inevitable as it has been fingered as one of the means by which Boko Haram terrorists covertly convey their IED making materials. He urged all security operatives to be more vigilant and maintain high level of alertness to be able to counter Boko Haram terrorists Person Borne IED attacks. NAF COMMISSIONS TRANSIT QUARTERS FOR OFFICERS IN ABUJA, FURTHER REDUCES ACCOMMODATION CHALLENGE The Nigerian Air Force (NAF), on 20 June 2018, commissioned 2 blocks of 10 self-contained transit quarters for officers at the NAF Base, Bill Clinton Drive, Abuja. The 2 buildings, which were adequately furnished, are to accommodate commissioned officers that are serving in various NAF units in Abuja. Speaking during the commissioning ceremony, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar , who was represented by the Chief of Administration, Air Vice Marshal Ibrahim Yahaya, noted that the continuous construction of residential accommodation by the NAF is aimed at totally alleviating all forms of accommodation challenges which had been prevalent in the Service. He reiterated that the NAF leadership was determined at ensuring that all NAF personnel and their dependants were properly accommodated. The CAS enjoined the beneficiaries of the project to make good use of the newly constructed accommodation, noting that proper maintenance of the buildings would prolong their lifespan. Earlier in his welcome address, the Commander 053 Headquarters, NAF Camp, Air Commodore Abubakar Yusuf, lauded the painstaking efforts of the NAF leadership aimed at attaining one hundred percent accommodation sufficiency in the Service. He noted that since the advent of the current leadership of the NAF, there has been an upsurge in infrastructural development, leading to the reduction of accommodation challenge, particularly in Abuja. The provision of the new accommodation is part of the ongoing efforts by the current NAF leadership to enhance NAF operational effectiveness and boost service delivery by meeting the welfare needs of personnel. DEFENCE MINISTER URGES LAKE CHAD BASIN ON STRATEGIC INTELLIGENCE The Nigeria Minister of Defence (MOD), Mr Mansur Dan-Ali has urged the Directors of Military Intelligence of the Lake Chad Basin to formulate a robust intelligence strategy that would add impetus in the eradication of terrorism and transnational crimes in the region. The Minister stated this in Abuja, during the 2-day Conference for Directors of Military Intelligence in the Lake Chad Basin which held from June19 -20, 2018. Tagged “Defining a Path Way to Enhance Comprehensive and Collective security against Terrorism and Transnational Crime’’ the Conference was aimed at devising strategies that would improve on the mechanism in gathering and sharing intelligence to enhance security in the sub-region, the conference was organized by the Defence Intelligence Agency (DIA) in conjunction with the United States African Command (AFRICOM). Mr Mansur Dan-Ali who was represented by the Chief of Defence Staff (CDS), General Abayomi Gabriel Olonisakin, stated that intelligence is the most important capability in the fight against terrorism describing it as a “force multiplier.”He also noted that intelligence was needed to foster regional integration and development as well as finding lasting solutions to security crisis in the Lake Chad region. While speaking on the need to exchange information and intelligence as well as close cooperation among member countries, the Minister urged the intelligence directors and AFRICOM representatives to re-launch a committed partnership and a cooperative approach that would seek to tackle the emerging security threats to ensure peace and development in the region. Earlier in his remarks, the Chief of Defence Intelligent (CDI), Air Vice Marshal (AVM) Mohammed Usman stated that intelligence is among the numerous tools to use in the fight against terrorism and other crimes. He said that the Armed Forces of Nigeria is committed towards ensuring that the country is secured against internal and external aggressions. AVM Usman appreciated the efforts and the successes being recorded by the Lake Chad Basin to curtail acts of terrorism and other transnational crimes which he insisted must be crushed. The CDI said that the conference was able to formulate some workable resolutions aimed at eliminating activities of terrorism in the region. On his part, the United States Deputy Chief of Mission, Dr Daniel Young said that intelligence is a veritable tool in dealing with terrorism. He also identified effective civil military relations as a way of gaining the support of the populace in intelligence gathering. The Abuja conference was the 4th edition and it provided a unique opportunity for dialogue and liberations among the participants. The first edition was hosted by Cameroon in 2015 while the second and third were held at the AFRICOM Headquarters in Germany. . 1 Like
