The monthly meeting of the Federation Account Allocation Committee ended in a deadlock on Wednesday in Abuja. The FAAC monthly meeting is the forum where money is shared among the federal, states and local governments. However, the meeting ended with participants wearing long faces, the News Agency of Nigeria claims. Chairman, Forum of Finance Commissioners of FAAC, Mr. Mahmoud Yunusa, who declined to be interviewed, said in passing that members would go back to confer with the state governors. However, Director Press, Ministry of Finance, Mr. Hassan Dodo, said the meeting would reconvene before the end of the week. NAN reports that for some months now, FAAC participants have been experiencing difficulties in agreeing with figures because of revenue remittance discrepancies. This is largely attributed to the Nigerian National Petroleum Corporation not remitting all revenue accruing within the month. The corporation has been accused of dishonoring its statutory obligations to the Federation Account over time. 3 Likes 1 Share |

The prospect of June salary being paid at the end of this month dimmed yesterday, with the Federation Accounts Allocation Committee (FAAC) adjournment of plenary session abruptly for fourth time in a row this year. Hours after state Commissioners of Finance, their Accountants-General counterparts and other top officials of Federal Ministry of Finance entered for a closed plenary door session , they emerged from the meeting wearing long faces. Director of Information in Ministry of Finance, Hassan Doddo, who confirmed the postponement to journalists said, ” the meeting has been postponed to a later date to be announced”. Effort to get reason for abrupt postponement from him and other FAAC officials present were resisted. The Chairman, Forum of Finance Commissioners, Alhaji Yunusa Mahmoud, declined comment when confronted for explanation. However, an insider who spoke to New Telegraph in confidence traced the problem to persisting lingering irreconcilable account with the Nigerian National Petroleum Corporation (NNPC) “The whole thing revolves around NNPC’s irreconcilable account. However, President Muhammadu Buhari has intervened. But I can’t tell when the meeting will reconvene. That will depend on the outcome of intervention by Mr. President” the source said. Indications that, all may not be smooth with FAAC manifested last week . The monthly meeting for sharing funds accruing to federation account usually holds between 18 and 20 of every month. However, officials of Federal Ministry of Finance were not forthcoming with convincing explanation when this reporter sought information about FAAC earlier this week. In March this year, FAAC experienced a logjam on alleged NNPC withholding of portion of Federation fund. |

Show your ID cards(staff and voter), write the application, stating your salary grade level and amount, attach those requirements in photocopies, submit to the S.D. at the spot. N/B:hand written or typed is not an ISSUE. Best of grace to all on APPROVALS. |

The Federal Account Allocation Committee (FAAC) has again clashed with the Nigerian National Petroleum Corporation (NNPC) over how much the state-owned oil corporation is to remit to it. Ndu Ughamadu, Group General Manager, Public Affairs of the Corporation, said it gave FAAC N35billion extra from funds reserved for settling cash calls owed its Joint Venture partners, because of the posture of the governors. In a statement released in response to the stalemate at Wednesday’s revenue sharing meeting between the three organs of the government, Ughamadu said the governors wanted NNPC to transfer another N40 billion to them after NNPC gave FAAC N147 billion — N35 billion more than the N112 billion that the corporation had agreed with the allocation committee to give monthly. He said that the monthly remittance will be paid subject to sufficient funds from sales of domestic crude oil allocation for the corresponding month after meeting cash call obligations on joint venture operations, as well as deductions of petrol - cost under recovery and pipeline maintenance. He regretted that the governors were demanding an extra N40billion, saying: “It was unfortunate, given the fact that NNPC is set to exit the cash call phenomenon.” On May 16, the Nigerian Governors Forum (NGF) met with Vice President Yemi Osinbajo and other executives. At the end of that meeting, they ordered NNPC to give an audit of its under-recovery expenditures on subsidy and the actual value of Joint Venture cash calls. Speaking after the meeting, Abdulaziz Yari, Governor of Zamfara and Chairman of NGF, had said: “On the issue of cost recovery otherwise called subsidy, the issue of subsidy resurfaced again after the efforts of Mr. President. Before now the oil was $40 per barrel and now it is about $78 a barrel, so therefore they are depending largely on importation. “Therefore, the cost is higher than what they are selling at the filling station and they need more money. When there was no cost recovery, the NNPC clearly gave us the number of 33 and 35 million litres per day as the consumption of Nigeria. “But now that with the new regime of cost recovery, NNPC is claiming daily consumption of 60 and 65 million litres per day, which we rejected and said no. “So many of our international partners are saying that even if we are feeding Nigeria, Cameroon, Ghana and Niger, we cannot consume more than 35 million litters per day. So we are wondering where the 60 million litres is coming from. We are trying to sort that one out, that one is not yet resolved. “At the same time, NNPC is making payment on behalf of Nigeria on cash-call contribution and also the NNPC is making payment of cash call arrears of Nigeria’s contribution. Our main concern is that in 2015, they said about $16.8 billion, which is outstanding, was not paid by the last administration and they negotiated it down to $5.1 billion according to them.". from Sahara reporters news |

The Federation Accounts Allocation Committee has finally resolved to allocate funds to the three tiers of government. The FAAC committee had a slight disagreement yesterday, a development that made it impossible to share the statutory allocation. The meeting had ended in a deadlock following disagreement about the revenue figures remitted into the federation account by the Nigerian National Petroleum Corporation for sharing by the three tiers of government. But late last night, the Minister of Finance, Mrs Kemi Adeosun intervened by calling for an emergency meeting on Wednesday. At the meeting on Wednesday, held at the headquarters of the Ministry of Finance which was presided over by Adeosun, the committee distributed the sum of N647.39bn to the three tiers of government. Out of this amount, the Federal Government received N270.8bn, states got N173.75bn and the 774 local government councils were allocated a total amount of N130.9bn. The committee also allocated the sum of N57.35bn to the oil producing states based on the 13 per cent derivation principle while N14.55bn was returned to the revenue generating agencies as coat of revenue collection. |

Government workers in Nigeria may have to wait a little longer to earn their pay for the month of June. This is because a quarrel has broken out between the Federation Account Allocation Committee, FAAC and the NNPC over the available funds to be shared by the three tiers of government. So, it all started on Thursday, when Nigeria’s state governors gathered to share the national cake in Abuja. As it turned out, the cake couldn’t be shared because it wasn’t enough to go around. The Federation Account Allocation Committee, FAAC, backed by the National Economic Council, NEC rejected the amount of money (cake) made available for sharing. So, what exactly is the bone of contention? We’ll try to explain. The FAAC suspects fraud with the NNPC remittance. The Nigeria National Petroleum Corporation, NNPC’s remittance to the federation account is based on the quantity of crude oil sold at international oil market. |
