Oniovo good day sir...exchanging PayPal is a bit hectic because they are so afraid of Nigerians and our dubious nature.
The only online guys that can manage to do it that I know of right now is epaymentexpert ..you can just sharply contact them through this line(08052445056).Someone referred me to them though I have not really done any business with them,just try it out..

It seems PayPal doesn't want anything to do with Nigeria. The supposed buyer confirmed that this happens a lot with PayPal accounts accessed in Nigeria. I thought the error was from the recipient's account but it seems it was PayPal that locked it. Do you know anything about this? What could be the cause? I'm thinking of refunding the money to the sender so that we can use another means of payment.

bro don't bother yourself they (PayPal) responsible for that message...the fact that its coming from naija its bad news when PayPal is involve.If you have any means of asking the the sender to use another means of payment (perfect money)like you rightly suggest its the best way out.wish you the best bro.

I didn't use VPN. I logged in directly. But the account is a US PayPal account. God knows I will run away from PayPal after this.

The risk involved in PayPal is too much that's why people run away from it, and next time use VPN, if you have other means of receiving your funds then you should try them instead of PayPal.

bro they (PayPal is responsible for that error message),anything coming from Africa,naija to be precised is bad news as far as PayPal is concern.if you can refund to the buyer and ask him to use another means(perfect money)it will be a lot easier.

Leave the account for 48 hours. Dont log in. I know it's hard but that's the solution. Or beat, just refund your sender and use another means.

PayPal has limited me before even after waiting for 2 days. I felt their limitation email coming...
