Discharge certificates are printed and signed at the beginning of NYSC, and kept for distribution one year later. It is possible that between the production date (start of NYSC) and distribution date (POP day), the DG that signed it would have left.

In fact, if you have extension, the completion date will still read the date other passed out because they had printed your certificates from start of NYSC.

NYSC certs is not something difficult to come by. Ask your colleagues which year they got discharged and simply ask to see a soft copy of the cert of those that were discharged in Aug, 2009.

If you have one with a contrary signature but dated August, 2009, pls show us. Chai.

1. As at the time she came back, she had a god father who used his connection to compel NYSC to issue her the exemption she was not qualified to get.

2. She didn't know that the issue will resurface. Make no mistake, she will not be the first one to be in this position, it is just that her own has been made open.

Notice that NYSC is now in dilemma. If they confirm it is authentic then someone has to explain why they broke the law. NYSC has to either save her and take the fall or disown her and save themselves. Both the govt and NYSC are taking their time to see how to wriggle out of it. My guess is that NYSC will take the fall and the govt will compensate them through the back door as part of the bargain. This is Nigeria

I know someone that graduated in Nigeria and got a job. He deferred nysc posting and applied for exemption letter when he was over 30. Not everyone takes nysc serious.

Yes the law states that only if you graduated after 30 can you be eligible for an exemption based on Age. Go and read the NYSC Act.

In accordance with the National Youth Service Corps Decree 1993 section 2 subsection (1) it is stipulated that;


"With effect from 1st August, 1985, a person shall NOT be called upon to serve in the service corps if, at the date of graduation or obtaining his diploma or other professional qualification" :


He is over the age of thirty (30) years

He has served in the Armed Forces of the Federation or the Nigeria Police Force for a period of more than nine months; or

He is a member of staff of any of the following:

The Nigerian Security Organization or

The State Security Service, or

The National Intelligence Agency or

The Defence Intelligence Service

He has been conferred with any National Honour.

These categories of persons are therefore exempted from service and issued with the Certificates of Exemption.


ELIGIBILITY
Nigerian Graduates either home or oversea trained who have the stipulated qualification of (B.SC, B.A or HND) from approved or accredited Institution by (NUC, NTBE or NCCE) are eligible for Exemption Certificate however while foreign trained graduates must submit their Certificates at the Mobilization Department for Evaluation.


PROCESS OF COLLECTION OF CERTIFICATE OF EXEMPTION
HOME TRAINED GRADUATES
The process begins from the Corps Producing Institutions.


The tertiary institutions attended. The School submits the master list of their graduates alongside with the Senate approved result to NYSC.

A print-out is processed by NYSC classifying those to be called up for service and those to be exempted. This print-out is sent back to the Institutions for verifications and corrections after which they are returned to NYSC as an agreed/corrected document.

With the print-out, the Certificates of Exemption are produced, documented and sent back to the Institutions for issuance to the appropriate persons.

Please note: Collection of Certificate of Exemption for home trained graduates is only done in the Institution of graduation and not in NYSC office.

FOREIGN TRAINED GRADUATES
The process begins with the evaluation of credentials and other related documents i.e. International passport.

After the evaluation of credentials the foreign trained graduate is then registered and this is physically done at the NYSC directorate headquarters, Abuja. It is at the point of registration that the classification of who to be called-up or who to be exempted; is determined.

Certificates of Exemption are therefore produced for those exempted from service.

Such Certificates of Exemption for foreign graduates are to be collected at the NYSC directorate headquarters at the stipulated time communicated.

Please note:

Collection of Certificate of Exemption is grouped under the three batches of the service year, depending on the date of registration. This equally would be communicated to exempted graduates at the point of registration.

Collection of Certificate of Exemption is strictly with identification such as International passport and the bearer MUST BE PHYSICALLY PRESENT.

CORRECTIONS/COMPLAINTS
Issues of complaints and corrections for home trained graduates are to be routed through the Institutions of graduation. The school then forwards such cases with necessary attachments such as photocopy of print-out to NYSC for the purpose of rectification or further necessary action.


Foreign trained graduates are to submit handwritten application with the attachment of photocopy of International passport –data page and original Certificate of Exemption to be addressed to the Director-General, NYSC NDHQ, Abuja, indicating their address and telephone number.


REPLACEMENT
In the case of loss of Certificate of Exemption, the following steps are to be taken.


Home Trained
A letter of notification/request routed through the Institution of graduation and addressed to the Director-General, NYSC.

Police Extract/Report

Court Affidavit

Where available, a copy of the lost Certificate of Exemption

Foreign Trained
A letter of notification/request addressed to the Director-General, NYSC.

Police Extract/Report

Court Affidavit

Photocopy of International passport

Where available, the copy of the lost Certificate of Exemption

It is the policy of the Scheme not to reprint lost or burnt Certificates. Letters of Confirmation are issued instead.

I'm sure you can read. it clearly says at the point of graduation or obtaining the degree NOT AT THE POINT OF WORKING IN NIGERIA OR GETTING HER FIRST JOB IN NIGERIA. Kemi was 22 when she obtained her degree, she isn't qualified for an exemption. it's an ilegality. This is clear as day.

During my time in service I think from 2006, NYSC was changed to batch but before then it was only one batch per year. Now, it seems the signature in the certificates for the whole NYSC calendar year carries the signature of the DG for the first batch to the third batch of that same NYSC calendar year.
For now PT only lay their argument on the signature only, and that is why they quickly released all details and docs yesterday to make it look they did clear and thorough investigations and to avoid their usual apologies and legal actions if possible.
Secondly, Exemption is as easy as any other certificate and I begin to wonder why the minister will have to forge it in the first place.
ordinary women and men get the exemption without stress (Yes that is a fact). So why will someone of that high status as of 2009 have to fake hers? Does not make sense.

I'm not a hater of Kemi, in fact I really like her. But someone posted a discharge cert (note: not exemption cert) signed by a different DG in Aug, 2009, and you are still arguing blindly that some other certs for that same Aug, 2009 were also signed by the former DG.

Does that make sense to you?? What we are even talking about here is discharge cert, and not exemption cert, that may have different circumstances.

Here is another one signed by same person just like the other one of Aug, 2009.

Now you have evidence of two different Aug 2009 certs signed by same person different from the person that signed for March 2009.

Please show us just one (1) Aug 2009 cert signed by same person who signed for March 2009.
