If all the doctors and nurses in the hospital cannot answer your question then I think you should take her to a better hospital.

Get her to a better hospital if the one you are are doing nothing. Since her water is broken , then the baby is about to be born. Delay is dangerous as the baby might be stressed already.you might need cs if all the water needed for the baby to swim out is lost

It could be false labour but if the water has broken since yesterday how do the doctors expect the child to float because the water helps the child to float around inside the womb.
Well scan will tell better but if there is no labour she has to be operated upon to avoid more pains for her
