They steal all the time. The latest killings of over 100 military men by Boko Haram in the NE is said to happen because the military men were accused of raiding local village markets, firing sporadically, and then stealing bags of rice, beans, and garri from the poor market women.

And because the locals couldn't get justice as no one will listen to them, Boko Haram took it upon themselves to avenge the injustice.
