He is definitely better. Shades of Lampard with a bullet of a shot and dribbling ability.

What we lost by not signing Golovin
Golovin is better defensively than Barkley, therefore making him an around CM. But in terms of passing Barkley edges Golovin. Apart from these two aspects nothing much separates them. Barkley uses both feet, more creative and a direct shot threat, a Lampard while Golovin is essentially he runs like an Iniesta.
