He can exchange all he knows for total immunity. Proctor however is loyal, very loyal, him flipping would directly negate the proctor that we've known for 5 seasons. The plot won't just make sense. Tariq would be a problem much later. A very big problem.

Proctor is a smart ass, he wants Angela to go down knowing fully well that is exactly what John and Saxe wants more than anything, also if worse comes to worst, he will use the recording in the laptop to expose tommy and Ghost that's if and only if Ghost choose Angela over him.
