1. Under normal circumstances, you're supposed to apply and receive ANY certificate IN PERSON and not by proxy. It is the culture of big manism and favouritism that has made collection by proxy normal in Nigeria
2. NYSC rules are clear and not ambiguous. I'm sure she was assured that they could find a way round it which she joyfully agreed to. In agreeing to that, it definitely behoves on her to ensure that whatever was being done in her name was the right thing or at least genuine.
3. Truth is she could easily have obtained genuine exemption even as she's not eligible, but her nonchalance led her into the wrong hands
